Summary of the contracting process

Islington Council intends to establish a flexible framework for supported housing and floating support services in London. The services are intended to help residents sustain tenancies, prevent or reduce homelessness, improve health and wellbeing, and gain independence, with outcomes to be co-designed with residents. This process is at the planning stage: Islington Council has signalled its intention to procure, but this is not an invitation to tender. The council expects a flexible framework divided into four service lots, with individual services commissioned according to demand, funding and suitable building availability. The proposed framework period runs from 2 August 2027 to 1 August 2035. Its estimated gross value is £200 million. The council expects to hold a virtual supplier information and engagement session on Microsoft Teams on 30 September 2026 at 13:30; suppliers are asked to register interest through the London Tenders Portal to receive the event link. The council has not yet set out the final call-off arrangements; it expects fuller details in the later tender documents.

The planned work is relevant to providers with experience delivering supported housing, accommodation-based support, floating support or homelessness outreach. Suppliers able to work across differing support needs—from complex, long-term supported living to lower-support transitional accommodation—may find one or more service areas relevant. The council intends for services to respond to local demand and available buildings, so providers with suitable housing access and the ability to adapt provision are likely to be well placed. The stated outcomes point to a need for practical expertise in tenancy sustainment, homelessness prevention, health and wellbeing, and supporting independence, alongside the ability to co-design outcomes with residents. The framework is intended to accommodate an unrestricted number of providers initially and may cover further services as borough needs change. Notice Description

The primary aim of the procurement is to establish a flexible framework which allows the Council to commission a range of supported housing and floating support services (including homeless street outreach) over a period of eight years. Services will seek to achieve outcomes that will be codesigned with residents, but will broadly relate to tenancy sustainment, reducing homelessness, improving health and wellbeing, and achieving greater independence. Services will be procured under the flexible framework based on presenting demand, available funding, and availability of suitable buildings. This services framework is being divided into lots. * Lot 1 - Complex long-term supported living * Lot 2 - High support transitional supported accommodation * Lot 3 - Medium to low support transitional supported accommodation Lot 4 - Floating support services (includes Homeless Street Outreach) The flexible framework will create the potential to procure different or additional services in the future, recognising the borough's changing demand for these service types. When the framework is initially opened, there will be no minimum or maximum number of providers appointed to the framework. The council reserves the right to award contracts via the framework with or without competition during the lifetime of the framework. Further details will be set out in the tender documentation. Call-off contracts may extend beyond the end date of the framework agreement. Call-off contracts from the framework agreement shall follow the terms of the framework agreement including how a call-off contract is concluded.
