Summary of the contracting process

The North East and Yorkshire NHS Pharmaceutical Purchasing Consortium plans to establish a framework for unlicensed aseptic compounded medicines. The supply includes sterile injectable and infusion products ready to administer, made in batches or otherwise prepared aseptically. These products are intended to give participating NHS organisations access to compliant medicines and support continuity of supply, product quality, patient safety and value for money. Leeds Teaching Hospitals NHS Trust is the named buying organisation. The procurement is for pharmaceutical products, rather than a manufacturing works or a clinical service. Suppliers would serve NHS organisations participating in the consortium; the procurement does not identify specific delivery sites or individual products.

This is at the planning stage: the buyer has stated its intention to procure, and there is no invitation to tender yet. The intended route is a competitive flexible procedure to establish a framework agreement. The buyer expects to publish the next procurement notice on 1 March 2027. The planned framework period runs from 1 January 2028 to 31 December 2030, with a possible extension to 31 December 2031. The estimated value is £1,706,073,746.65 excluding VAT (£2,047,288,495.98 including VAT). The requirement is arranged as one lot. Preliminary market engagement took place on 19 June 2026 under an earlier proposed route; the buyer considers it remains relevant and plans no further separate engagement. No evaluation criteria are set out at this planning stage.

The requirement is suited to pharmaceutical manufacturers able to produce and supply unlicensed sterile injectable and infusion medicines using batch manufacturing or other aseptic preparation. Suppliers will need the relevant UK licences, authorisations and regulatory approvals for manufacturing and supplying unlicensed medicines, alongside quality assurance and batch-release arrangements. Production must meet applicable UK regulatory standards and Good Manufacturing Practice requirements. The buyer identifies SMEs and voluntary, community and social enterprises as suitable for the procurement. The framework is intended to support participating NHS organisations, so suppliers should be positioned to provide a reliable supply and maintain product quality and patient safety across the requirement. The buyer says the products are intended to be competitively sourced and deliver value for money.

Notice Information

Notice Title

NEYPPC Pharmacy - ULM Aseptic Compounded Specials

Notice Description

The North East and Yorkshire NHS Pharmaceutical Purchasing Consortium intends to establish a Framework Agreement for the supply of Unlicensed Aseptic Compounded Specials. The requirement will cover the provision of unlicensed aseptic compounded specials, including sterile ready-to-administer injectable and infusion products that are batch manufactured or otherwise aseptically prepared in accordance with applicable UK regulatory standards and Good Manufacturing Practice (GMP) requirements. Suppliers will be required to hold all relevant licences, authorisations and regulatory approvals necessary to manufacture and supply unlicensed medicines within the UK, together with the appropriate quality assurance and batch release arrangements. The Framework Agreement will provide participating NHS organisations with access to safe, compliant and competitively sourced unlicensed aseptic compounded products, supporting continuity of supply, product quality assurance, patient safety and value for money across the NHS.

Planning Information

Preliminary market engagement relating to this requirement was previously undertaken and notified under PME Notice Reference 2026/S 000-052214 in connection with the originally proposed Dynamic Market procurement route. The requirement, scope and anticipated market offering remain materially unchanged from those previously communicated to the market. The principal change is the decision to procure the requirement through a Framework Agreement rather than a Dynamic Market. As the Consortium considers that the previous engagement remains relevant and adequate in informing the procurement approach, no further separate programme of preliminary market engagement is currently proposed. This Preliminary Market Engagement Notice is therefore published to ensure transparency regarding the revised procurement strategy and to notify the market of the change in route.
