Summary of the contracting process

The City of London Corporation is considering a Health Access Worker service to help people sleeping rough access healthcare. The provider would deliver practical, wraparound support connecting clients with the health system, including GP registration and attendance at health appointments, outreach primary care and relevant longer-term health support. The work also aims to prevent health deterioration, support housing stability and strengthen coordination between health, housing and social inclusion services. The worker would be based at the outreach provider’s office but spend much of the working day in the field, meeting clients and working with partner agencies. Lived experience is intended to be central to service delivery. The service is for rough sleepers in the City of London.

This is at the planning stage: the City is seeking market input before deciding whether to proceed with a formal procurement. A pre-qualification exercise is intended to assess interested organisations and inform an options appraisal; responding does not guarantee a later invitation or that the City will procure the service. The buyer describes a possible one-year contract with an option to extend for one further year, with a maximum value of £40,000 per annum. The indicative contract period is 7 December 2026 to 7 December 2027. The exercise asks for submissions by 7 October 2026, with clarification questions due by 6 October 2026. The service is presented as one lot; the buyer expects a formal opportunity, if pursued, to follow this preliminary exercise.

This will suit organisations with experience delivering comparable health, homelessness or outreach services, particularly providers already working with local authorities and partner agencies. The buyer specifically intends to assess relevant experience and organisational capability. Providers should be able to manage Health Access Workers directly, support a service grounded in lived experience, and deliver flexible, largely field-based work, including client meetings outside normal business hours when needed. The role calls for effective links across healthcare, housing and social support, alongside the ability to help clients navigate appointments, build confidence in managing their health and access suitable longer-term care. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable. This is preparation for a possible procurement, not a current invitation to bid.
