Summary of the contracting process

The Centre for Process Innovation (CPI) is seeking a turnkey, skid-mounted process for producing polyacrylonitrile (PAN) by polymerising acrylonitrile monomer. The estimated value is £1 million excluding VAT (£1.2 million including VAT). Evaluation weights technical capability at 30%, outline delivery approach at 20%, reference projects at 20%, and price at 30%. Monthly valuations are payable within 30 days.

This requirement is best suited to suppliers with the engineering capability to develop and deliver an acrylonitrile polymerisation process as a turnkey, skid-mounted system. Bidders need to show they can provide the process technology, design and build, and submit compliant outline proposals at the first stage. Demonstrable technical capability and relevant reference projects are material to evaluation, alongside a credible delivery approach; together, these quality factors account for 70% of the assessment. Suppliers should be able to progress from an outline proposal to detailed technical and commercial submissions if shortlisted. The NEC4 Engineering and Construction basis and associated non-disclosure agreement are part of the proposed contracting arrangements. This is a specialist process-engineering opportunity, rather than a general equipment supply requirement.
