Summary of the contracting process

Jigsaw Homes Group is procuring a programme of replacement windows and doors in residential properties. The works cover the installation of windows, doors and related components, with products required to meet PAS 24:2022+A1:2024 enhanced security performance requirements for doorsets and windows. Jigsaw Homes Group is the buyer. Delivery is in the North West of England; the buyer also requires tenderers to have an established UK-registered business, a UK head office and an existing presence and previous works in that region. This is a single works contract, and the opportunity is identified as suitable for small and medium-sized businesses. The planned programme title covers 2027–2030, with the contract’s specified period and possible extension described separately.

The buyer invited tenders through an open procedure. The deadline for questions was 23 October 2026 at 12:00, and tenders were due by 6 November 2026 at 19:00. The planned contract period runs from 29 January 2027 to 31 March 2030, with a possible one-year extension based on good performance, to 31 March 2031. The estimated value is £13 million including VAT (£10,833,334 excluding VAT). Evaluation is staged: quality is assessed first on a pass-or-fail basis, with quality criteria accounting for 40% and price for 60%. Quality topics include standards and procedures, service provision, health and safety, service management and customer satisfaction, subcontracting, environmental sustainability and social value. The overall price receives the price score.

This opportunity suits window and door replacement contractors with an established UK business, UK head office, and existing North West presence and relevant previous work. Suppliers must demonstrate membership of FENSA, the government-authorised scheme for monitoring building regulation compliance for replacement windows and doors, or a similar approved scheme. The work calls for capability in fitting residential windows and doors that meet enhanced security performance requirements, and for robust standards and procedures, service delivery, health and safety compliance, contract management, customer satisfaction, reporting against KPIs and benchmarking. Bidders should also be able to address subcontracting, environmental sustainability and social value in their tender. The staged assessment makes compliance with the quality criteria a threshold before price is scored, so suppliers need both credible technical and operational evidence and a competitive overall price.
