Summary of the contracting process

Procurement for Housing is seeking suppliers for responsive repairs, work to empty properties and associated building works for its members across England, Wales and Northern Ireland. The requirement covers five service areas: full-service or multi-discipline provision; general repairs and joinery; plumbing and heating; electrical work; and specialist works. The arrangement is intended to give member organisations access to suppliers for repairs and property works as needs arise. At individual invitation-to-tender stages, members will set out the specific work required, its specification, delivery model, pricing model and contract form. This is a housing repairs and maintenance opportunity, rather than a single defined project with one common work specification for all participating members.

The process reached the tender stage: Procurement for Housing invited suppliers to apply electronically to join a dynamic purchasing system. Suppliers may seek qualification for one or more of its five service categories. Once suppliers are qualified, participating members will define the requirements and invite tenders for their needs, including the specification, delivery and pricing models, and contract form. The system is intended to operate for an initial five-year period, with an option to extend for up to a further five years. The published process information does not set out a specific contract value or provide enquiry or submission deadlines; no cancellation or withdrawal is reported.

This opportunity is suited to firms whose work aligns with one or more of the listed service areas: multi-trade repair provision, general repairs and joinery, plumbing and heating, electrical work, or specialist building work. Suppliers can apply for several categories rather than needing to cover the full range. The arrangement may be relevant to businesses seeking housing-sector work across England, Wales and Northern Ireland through Procurement for Housing members. The work is organised around member requirements: the relevant member will define the technical specification, delivery approach, pricing model and contract form when inviting tenders. Suppliers should therefore be prepared to respond to those specific requirements at the individual competition stage.
