Summary of the contracting process

Stockport Metropolitan Borough Council is seeking a contractor to deliver the St Thomas Community Sports Hub construction works in Greater Manchester. The procurement is for works, classified as construction (CPV 45000000), and is described as an appointment of a suitably qualified contractor. The project is located in the Greater Manchester area, and participation is restricted to organisations based there. Small and medium-sized enterprises are considered suitable to compete. The council requires bidders to use the stated contract terms and conditions; it says it may reject a submission that seeks to amend them or proposes alternative terms. The full specification and tender documents are available through the council’s procurement portal.

The council invited offers through a below-threshold open competition. The enquiry deadline was 15 October 2026 at 12:00, and the submission deadline set by the buyer was 22 October 2026 at 12:00. Bids were to be submitted through The Chest; questions were to be sent using its messaging facility. The single lot has an estimated value of £50,000 excluding VAT (£60,000 including VAT). The contract period is 1 December 2026 to 31 January 2027. Evaluation is weighted 65% on price, 20% on quality questions and 15% on a social value question. Bidders must be based in Greater Manchester, as defined in the cited local-government order. Electronic submission is permitted.

This opportunity suits a construction contractor able to undertake the St Thomas Community Sports Hub works and meet the council’s requirement for a suitably qualified contractor. It is particularly relevant to firms based in Greater Manchester, including eligible local small and medium-sized businesses; the stated location condition applies to the bidding organisation. The work is a relatively short, single-lot project, so firms should be able to mobilise and deliver within the specified contract period. Competitors should be prepared to address the quality and social value questions as well as offer competitive pricing, with price carrying the greatest evaluation weight. Bidders must accept the council’s stated terms and conditions without amendments or alternatives. The detailed specification and tender documents set out the full delivery requirements.
