Summary of the contracting process

The Council of the Borough of Kirklees is buying engineering consultancy services to carry out planned principal inspections of its highway structures and prepare an inspection report for each structure. The work covers bridges, including footbridges, cycle-route and bridleway bridges, accommodation and occupation bridges, swing bridges, subways, underpasses and buried culverts, as well as retaining walls, sign and signal gantries, cantilever road signs and tunnels. The structures must meet the dimensional criteria in the Well-Managed Highway Infrastructure: Code of Practice, Part C, and CG 300 Technical Approval of Highway Structures. The work is delivered in Kirklees, West Yorkshire.

The Council invited offers through an open competitive flexible procedure, and the process reached tender. There is one lot. The enquiry deadline was 26 October 2026 at 13:00 UTC; tenders were due by 9 November 2026 at 13:00 UTC. The stated evaluation weighting is 30% quality and 70% price. The contract period is 7 December 2026 to 6 September 2028. The estimated value is £170,000 excluding VAT (£204,000 including VAT). The council planned to conclude its award decision by 16 November 2026. The contract allows for additional structures to be inspected if required, handled as compensation events under the NEC contract and modified in line with Section 74 of the Procurement Act 2023.

This requirement suits engineering consultancies with proven highway-structures inspection experience and the technical competence to inspect a varied portfolio of bridges, culverts, retaining walls, gantries, signs and tunnels. Suppliers need to be able to plan and undertake regular inspections, provide the associated technical, engineering and supervisory services, and produce clear reports for each structure. Familiarity with the Well-Managed Highway Infrastructure code and CG 300 technical approval requirements is relevant to assessing structures within the stated dimensional criteria. The council identifies the opportunity as suitable for small and medium-sized enterprises, so it is not restricted to larger firms. Bidders should be able to demonstrate relevant qualifications, competence and experience; quality contributes to the assessment alongside price.
