Summary of the contracting process

Tees Valley Combined Authority contracted for the design, manufacture and installation of a single-storey extension to the existing portacabin facility at the Teesside Digital Trade Testbed, a Teesside Freeport-funded project at Teesside International Airport. The work is a modular building extension, built on pad foundations installed for future expansion. The contractor is responsible for the design and construction, as well as preparing and submitting planning application and building regulations approval documents to Darlington Borough Council. The scope also includes project documentation, including risk assessments and method statements, to secure the approvals required from Network Rail and the Civil Aviation Authority before installation. The supplier takes both the Principal Designer and Principal Contractor roles.

The procurement is complete and the contract was awarded to Anmer Construction Limited on 22 September 2026; the contract was signed on 2 October 2026. The contract value is £169,383 excluding VAT (£203,259.60 including VAT). The contract period runs from 5 October 2026 to 31 March 2027, with an option to extend by one month, to 30 April 2027. This was a below-threshold procurement. It was a single-lot contract, now complete, for a requirement below the applicable threshold. The published process details do not state a more specific procurement method or evaluation basis.

For construction firms, this award demonstrates demand from Tees Valley Combined Authority for a small-scale modular building extension at an airport-based freeport testbed. A credible competitor would need to deliver design, manufacture and installation together, and be able to take both Principal Designer and Principal Contractor responsibilities. Relevant capability includes building on prepared foundations, managing planning and building-regulations submissions, and producing risk assessments and method statements to support third-party approvals. The work also calls for coordination with Network Rail and the Civil Aviation Authority through the authority’s engagement arrangements. The selected supplier was an SME, showing that a smaller firm delivered this requirement. Suppliers with an integrated design-and-build team and experience handling airport or rail-related approval processes would be well placed for comparable requirements from this buyer.
