Summary of the contracting process

National Highways Limited is seeking follow insurers for the construction of the Lower Thames Crossing. The requirement is insurance services: follow insurers must provide cover in line with the policy arranged by the appointed lead insurers. The packages being let cover contractor all-risks insurance, primary public liability, delay in start-up and terrorism, as well as three layers of excess public liability cover. The Lower Thames Crossing project is the purpose of the insurance programme. The contracting authority is National Highways Limited, based in Birmingham; the insured construction work concerns the Lower Thames Crossing. The insurance is divided among four packages, allowing insurers to assess which types and layers of construction and liability risk match their underwriting expertise and capacity.

National Highways invited offers through an open competitive flexible procedure. The tender submission deadline was 21 October 2026 at 16:00, and enquiries were due by 8 October 2026 at 16:00. The stated contract period runs from 31 December 2026 to 30 December 2033. The overall estimated value is £56 million excluding VAT (£70 million including VAT). The four packages are contractor all-risks, primary public liability, delay in start-up and terrorism (£52 million excluding VAT); excess liability of £50 million above £50 million (£1.6 million); excess liability of £150 million above £100 million (£1.6 million); and excess liability of £250 million above £250 million (£800,000). For each package, evaluation weights quality at 65%, social value at 10% and commercial terms at 25%. The buyer planned to complete award decisions by 9 December 2026.

This opportunity is suited to insurers able to participate as follow insurers in a large construction insurance programme and provide capacity aligned with the lead insurers’ policy. Firms may focus on contractor all-risks and associated primary public liability, delay-in-start-up and terrorism cover, or on one of the excess public liability layers. The requirements therefore suit businesses with underwriting expertise appropriate to the risks and limits in the package they pursue, and sufficient capacity to contribute to the required co-insurance. National Highways uses a Procurement Specific Questionnaire alongside an Information to Tender covering quality, social value and commercial criteria. Suppliers must pass all questionnaire criteria; awards are based on the highest-ranked scores, with successful insurers collectively providing 100% co-insurance for each package. Evaluation includes social value as well as technical quality and commercial terms.
