Summary of the contracting process

Northern Health and Social Care Trust is procuring continued secure off-site storage of its records and related records management services. The work includes retrieving records, delivering and collecting them, returning them to storage and re-filing them. It supports the Trust’s ongoing operational and records management needs. The requirement is for records management services (CPV 79996100), delivered in Northern Ireland. The records are currently held and managed by Iron Mountain (UK) PLC, and the arrangement is intended to maintain continuity while a regional health and social care framework is delayed.

The procurement is complete and the contract has been awarded to Iron Mountain (UK) PLC by direct award. The stated rationale is that transferring the Trust’s existing records to another provider would involve significant costs and be operationally time-prohibitive; the award is an interim arrangement to preserve continuity while a new regional framework is delayed. The award date is 24 September 2026. The contract period runs from 1 December 2026 to 31 March 2028. Its value is £220,000 excluding VAT (£264,000 including VAT). The requirement is arranged as one lot. The release records the award as pending; it does not provide an evaluation basis or specific eligibility criteria.

For suppliers of secure records storage and records management, this award shows that the Trust has an established, continuing need for off-site custody and operational handling of records. A credible competitor for a future requirement would need secure storage capacity and dependable retrieval, delivery, collection, return and re-filing services, with the ability to maintain uninterrupted access to the Trust’s records. The decision also demonstrates the commercial importance of transition costs and operational continuity: an alternative provider would need a practical migration and service-continuity plan that avoids disproportionate expense and disruption. Iron Mountain’s existing management of the records was central to the interim award, so suppliers would need evidence of relevant records-management capability and the scale to take on an established collection.

Notice Title

Secure Off-site Storage of Records and Records Management Services

Notice Description

Provision of continued secure off-site records storage and associated records management services, including the retrieval, delivery, collection, return and re-filing of records, to support the Trust's ongoing operational and records management requirements.

Procurement Information

Northern Health and Social Care Trust records are currently held and managed by Iron Mountain UK PLC. A Direct Award Contract (DAC) was approved in 2022 as an interim measure pending the establishment of a new NI Regional Health and Social Care Trusts framework, which was anticipated to be in place by August 2025. The implementation of the new regional framework, managed by BSO PaLS, has been delayed and, consequently, an interim contractual arrangement remains necessary. Moving the Trust's existing records to an alternative provider for the intervening period would incur significant costs and would be operationally time prohibitive. Renewal of the DAC with Iron Mountain UK PLC is therefore required to maintain continuity of service and avoid disproportionate costs and operational disruption while awaiting the outcome and implementation of the new regional framework. Iron Mountain UK PLC has advised that it intends to participate in the procurement exercise for the new framework.
