Summary of the contracting process

The Isle of Wight Council plans to commission a framework for supported accommodation and independence services for children in care aged 16–18, alongside move-on accommodation for care-experienced young people aged 18–25. The services are intended to meet the Council’s statutory responsibilities and relevant Ofsted requirements. The planned framework covers six service areas: supported accommodation for 16–18-year-olds, including separated migrant children; parent-and-child placements for children in care; emergency beds for homeless 16–18-year-olds; move-on accommodation for care-experienced and separated migrant young people aged 18–25; parent-and-child accommodation for care-experienced young people; and emergency move-on beds for homeless 18–25-year-olds. The work is for delivery on the Isle of Wight.

This procurement is at the planning stage: the Council has announced an intention to procure, but has not issued an invitation to tender. It is undertaking preliminary market engagement to inform the framework. The Council expects the framework to begin on 1 April 2027, with the stated contract period running to 31 March 2035. The planned arrangement is divided into six lots, covering the distinct age groups and accommodation needs described. The published planning information does not set out an expected procurement procedure, evaluation criteria or estimated contract value. The market engagement questionnaire is to be returned through the e-tendering portal by 12:00 on 12 October 2026; this is an engagement response date, not a tender submission deadline.

The planned services are suited to providers able to deliver accommodation together with tailored support towards independence for young people. Relevant experience may include supporting children in care aged 16–18, care leavers and other care-experienced young people aged 18–25, separated migrant children and young people, and parent-and-child placements. Providers able to respond to urgent homelessness needs through emergency accommodation beds may also fit the service scope. The Council identifies compliance with Ofsted requirements and regulations for the sector as part of its commissioning purpose, so suppliers should be prepared to deliver services in line with those standards. The six service areas provide distinct opportunities for providers with suitable expertise in particular age groups or accommodation types; the Council has also indicated that small and voluntary, community or social enterprise suppliers may be suitable.
