Summary of the contracting process

Wigan Council is procuring a Day Opportunities Quality Framework for person-centred support for adults with care and support needs across the borough. Services are split into three lots: Confidence and Community Connections, providing preventative, generally light-touch or time-limited support to build confidence, independence and community involvement; Enablement Support and Living Well, offering more structured help with daily living, communication, wellbeing and social connections; and Specialist Ongoing Care and Support for people with complex or higher support needs. Delivery may be in specialist or mainstream community settings, through outreach, in buildings or neighbourhoods, and using digital or assistive technology where appropriate. The work is community and social support services (CPV 98000000), delivered in Wigan.

The Council invited offers through an open Competitive Flexible Procedure under the Procurement Act 2023. The tender set an enquiry deadline of 20 October 2026 at 12 noon and a submission deadline of 27 October 2026 at 12 noon; bids are submitted electronically through The Chest. The framework is intended to run from 1 February 2027 to 31 January 2035. Its estimated value is £64 million excluding VAT (£76.8 million including VAT), with the same stated value for each of the three lots. Evaluation is based entirely on quality, with quality and social value assessed against a minimum threshold before interview; tenderers must also meet minimum eligibility requirements and achieve a minimum score. The Council plans to appoint up to six providers to Lot 1; Lots 2 and 3 have no appointment cap for providers meeting the required standards.

The framework is suitable for small and medium-sized businesses and voluntary, community and social enterprises. It may suit providers able to deliver flexible, responsive and outcome-focused support, from community connection and preventative assistance to structured enablement or specialist long-term care. Suppliers should be able to tailor provision to assessed needs, individual preferences and agreed outcomes, and work across community, specialist and building-based settings. Relevant strengths may include supporting independence, daily living skills, communication, wellbeing and social connection; providing safe, consistent environments and appropriate supervision for people with complex needs; and using outreach, digital tools, assistive technology or technology-enabled care where suitable. After appointment, referrals and contracts are expected to be allocated without a further competition, mainly with regard to service-user choice and providers’ ability, capacity, location and specialist experience to meet individual needs.

Wigan Council is seeking to establish a Day Opportunities Quality Framework to deliver high-quality, person-centred support for adults with care and support needs across the Borough. The Framework is intended to support a diverse range of adults with differing levels of need. Providers must deliver flexible, responsive and outcome-focused services that enable adults to access the right support, in the right place, at the right time. Depending on individual needs, preferences and agreed outcomes, provision may be delivered: * at different times of the day, including full-day, half-day and bespoke sessional arrangements; * within specialist settings; * within mainstream community settings; * through outreach and neighbourhood-based support; * through a combination of building-based and community-based provision; and * through the appropriate use of digital tools, virtual support, assistive technology and technology-enabled care. The Day Opportunities Quality Framework is divided into the following Lots: Lot 1: Confidence and Community Connections Lot 2: Enablement Support and Living Well Lot 3: Specialist Ongoing Care and Support The Council intends to award all contracts under the Day Opportunities Quality Framework through a Direct Award process. Providers appointed to the Framework will be eligible to receive referrals and contract awards without the need for a further competitive procedure, subject to the requirements of the individual service user, the provisions of the Framework Agreement, and the Provider's ability to meet the assessed needs, desired outcomes and preferences of the individual.

Lot Information

Confidence and Community Connections

To provide preventative, enabling and community-connected support that helps people build confidence, develop skills, maintain or increase independence and become more actively involved in their local communities. Support will generally be light-touch or time-limited, acting as a springboard for adults of a working age into universal services, community opportunities, volunteering, employment or other forms of less formal support.

Enablement Support and Living Well

To provide structured, personalised and enabling support for people who need more assistance than can be provided under Lot 1. Support will help people maintain, regain or develop daily living skills, communication, confidence, wellbeing and social connections. It is likely to be longer-term than Lot 1, although it should remain strengths-based, outcome-focused and responsive to people's potential for development or progression.

Specialist Ongoing Care and Support

To provide personalised, long-term support for people of all ages with complex, specialist or higher levels of need. Support will help people stay healthy, safe, comfortable and emotionally well, while maintaining stability and preventing avoidable crises or breakdowns in support arrangements. Providers will create safe, consistent and supportive environments, offering the right level of supervision and specialist support to meet individual needs.

Planning Information

As part of the pre-procurement market engagement process, the Council held three supplier engagement sessions. An in-person event took place in Wigan on 2 September, followed by a second in-person event in Leigh on the morning of 3 September. A final virtual engagement session was held on the afternoon of 3 September. These events provided prospective suppliers with an opportunity to gain an overview of the proposed Framework, including its structure, the types of services expected to be delivered through the Framework, and the Council's commissioning intentions. The sessions also provided practical information about the procurement process, including key timescales, procurement documentation, and the Council's expectations of suppliers participating in the tender process.
