Summary of the contracting process

Shipston High School is procuring fully managed cleaning services for its secondary school in Shipston-on-Stour (school cleaning services, CPV 90919300). The main site covers approximately 4,315 m² of in-scope floor area across three blocks, with a sports hall building of approximately 1,175 m², priced separately. The service includes routine cleaning during a 40-week service year, periodic, holiday, deep and non-routine cleaning, including high-level work. The contractor is responsible for supervision, labour, equipment, materials, quality assurance and reporting. The site includes timber and sprung timber floors, 58 WCs, 56 wash basins and 20 showers. Weekend and bank-holiday access is unavailable. The sports hall is part of a 2025–26 expansion and is expected to become available after the new year.

The buyer invited tenders through a two-stage competitive flexible procedure. Any supplier could submit a written tender, with no pre-qualification stage; the three highest-scoring tenderers proceed to a presentation stage. Enquiries were due by 9 October 2026 at 17:00, and tenders by 26 October 2026 at 12:00. The planned award decision date was 13 November 2026. The contract runs from 11 December 2026 to 10 December 2029, with two optional one-year extensions, up to 10 December 2031. Estimated value is £958,333 excluding VAT (£1,150,000 including VAT). There is one lot, suitable for SMEs. Stage 1 scores written quality at 54%, price at 36%, and the Stage 2 presentation at 10%; the final score combines Stage 1 at 90% and Stage 2 at 10%.

This opportunity suits cleaning contractors able to deliver a fully managed school service across multiple buildings and a substantial mix of floor types, including timber and sprung timber surfaces. Bidders need to provide a credible staffing model, on-site supervision, mobilisation, cleaning equipment and materials, quality assurance and reporting, with capacity for routine work across the school year as well as periodic, holiday, deep and non-routine cleaning, including high-level tasks. The contractor must plan around the absence of weekend and bank-holiday access and the sports hall’s separate pricing and delayed availability. A transfer of eight employees is anticipated under TUPE: seven from the incumbent contractor and one directly employed by the School. One transferring employee is an active Local Government Pension Scheme member, with an employer contribution rate of 18.4%. Washroom consumables must be priced under both School-supplied and contractor-supplied options.
