Summary of the contracting process

South Oxfordshire District Council is seeking a contractor to refurbish the ground-floor toilets and cloakroom at Cornerstone Arts Centre in Didcot, Oxfordshire. The works cover male, female and accessible toilets, including local damp-proofing, PVC wall cladding, minor electrical work, cleaning and pressure-testing IPS systems, sink-area improvements, decoration and, in the female toilet, a new ceiling. The accessible toilet also requires removal of a secondary toilet and associated pipework, replacement flooring and new wall cladding. In the cloakroom, the existing counter is to be removed and a new cloakroom created in an adjacent understairs alcove, with storage, a modified counter and an electric roller shutter. The listed tasks are not exhaustive: the specification and supporting tender documents set out any additional work needed. The venue is a public arts and community centre.

The council invited offers through an open competition for building refurbishment works. The tender deadline set was 4 November 2026 at 17:00 UTC. The contract is planned to run from 5 January to 19 February 2027. The estimated value is £74,000 excluding VAT (£88,800 including VAT). The procurement is a single lot. Bids are assessed on price (60%), quality (35%) and carbon reduction and energy efficiency (5%). Electronic submission is permitted through the council’s Proactis e-procurement system. The tender reached the invitation-to-offer stage; these are the dates and terms set for the competition.

This work is suited to building refurbishment contractors, including SMEs, with proven capability in internal refurbishment and the trades needed for toilet and cloakroom upgrades. The scope calls for coordinated plumbing-related IPS cleaning and pressure testing, damp-proofing, wall cladding, flooring, minor electrical work, ceiling installation, painting and decorating, and joinery or counter work, including fitting an electric roller shutter. Suppliers need to provide all labour, materials, plant and equipment and take responsibility for completing the work, including additional items required by the specification and drawings. The council requires a suitably trained workforce with relevant experience and knowledge, compliance with applicable legislation and health and safety regulations, and the ability to meet national building specifications and standards. Carbon reduction and energy efficiency also contribute to the evaluation.
