Summary of the contracting process

Jisc intends to expand its artificial intelligence consultancy and training services, building on its existing in-house AI expertise. It is developing a pool of external consultants who would work alongside Jisc colleagues as Associates, providing tailored, evidence-based support to Jisc members and customers. The work covers AI-focused consultancy, advice and training, including support relevant to education organisations. Areas raised include AI policy, reports, guidance and strategy; implementation and adoption; learning technology, assessment, staff development, governance and student support. Services are intended for delivery to members and customers across the United Kingdom. The procurement is for consultancy services, including systems and technical consultancy.

This is a planning-stage process for early market engagement; Jisc has set out an intention to procure, but has not issued an invitation to tender. The engagement asks potential Associates, members and customers to help shape the planned AI consultancy and training provision, including a possible framework for future projects. Jisc expects responses to the engagement by 9 October 2026; this is an engagement response date, not a tender deadline. The stated gross estimated value is £1.2 million. The planned contract period runs from 1 April 2027 to 31 March 2030. The process is divided into one lot, and its suitability information identifies small and medium-sized enterprises and voluntary, community and social enterprises as suitable participants.

The work is suited to consultants and organisations with practical AI expertise relevant to education, including experience producing AI policies, reports, guidance or strategic materials for colleges, universities or other education settings. Jisc is also seeking insight from people who have implemented AI, supported adoption or developed AI resources across learning technology, digital education, academic development, assessment, staff development, professional services, governance or student support. Training experience matters too: the engagement asks about delivering workshops or staff development using an existing framework, adapting delivery to different audiences while preserving the approach and quality. Relevant strengths may be technical, security-related, pedagogical or professional. Potential Associates are asked to describe their preferred work, likely availability and practical constraints, helping Jisc shape a future supplier pool.

Notice Title

Consultancy and training AI offer

Notice Description

Jisc is looking to build on its already successful AI in-house resource, and expand its consultancy and training provision in the AI space. To achieve this we need to ensure we have a bank of suitably knowledgeable and experienced external consultants who can work in conjunction with Jisc colleagues as Associates, to deliver high quality, evidence based and bespoke AI focussed work to our members and customers. Jisc are building a picture of that extended AI consultancy and training provision and are seeking input from potential Associates, as well as Jisc members and customers, to help us. We would very much appreciate it, if, as part of this early pre-market engagement, as an interested Consultant, you would answer the following questions: Questions 1. What experience do you have of developing AI policies, reports, guidance or strategic materials in an education setting? This could include work delivered inside a college, university or other education organisation, as well as external consultancy or advisory work. 2. What experience do you have of implementing AI, supporting AI adoption, or developing AI resources in an education setting? Please include examples such as learning technology, digital education, academic development, assessment, staff development, professional services, governance or student support. 3. What experience do you have of delivering AI training, workshops or staff development using a pre-existing framework? Please include how you adapted delivery for different audiences while maintaining the intended approach and quality. 4. Which areas of Jisc's work do you see your knowledge, skills and experience in AI being most applicable? e.g. technical, security, pedagogical, professional - please expand. 5. Would you be interested in working with Jisc on a framework for AI related consultancy and training projects? If so, please briefly explain what type of work you would be most interested in, your likely availability, and any practical constraints we should be aware of.
