Summary of the contracting process

Powys Teaching Health Board intends to procure out-of-hours general medical services and medical cover for community hospitals across Powys. The service is intended to provide safe, high-quality, sustainable and patient-centred care for the local population, while supporting wider urgent and unscheduled care pathways. This is a healthcare services contract involving general medical practice and cover by medical personnel. The delivery area is Powys, Wales. The procurement is being managed by NHS Wales Shared Services Partnership Procurement Services on behalf of the Health Board.

This is at the planning stage: the Health Board has announced its intention to run a competitive procurement, but has not yet invited tenders. A supplier engagement event is planned for 20 October 2026, with the competitive process expected in early 2027 and a target service commencement of 1 October 2027. The process is described as a new contractual arrangement and is expected to be competitive. The procurement is presented as a single lot. The published value is £1, which does not provide a meaningful indication of the contract’s likely financial scale. The service specification, timetable and tender requirements are expected to be issued during the formal procurement process.

The planned contract is likely to suit healthcare providers able to deliver out-of-hours general medical care and provide medical cover for community hospitals across a geographically broad area. Suppliers will need the clinical workforce, operational capacity and service continuity to support urgent and unscheduled care, alongside the ability to deliver safe, high-quality and patient-centred services sustainably. Providers with experience meeting the needs of local populations and coordinating with wider urgent care pathways are well aligned with the stated aims. The buyer has described participation as intended for suitably qualified providers and the future competition as transparent and equitable. The supplier engagement event offers a chance for interested providers to engage with the Health Board’s plans ahead of the formal procurement.
