Summary of the contracting process

Sussex Partnership NHS Foundation Trust commissioned an adult ADHD Primary Care Connect access pathway pilot for Hastings, as part of NHS Sussex’s ADHD Connect model. The service provides a single, needs-led access and triage route for ADHD assessment, matching people to appropriate providers according to complexity. Its purpose is to improve equity, patient experience, waiting times and safety, while using specialist mental health capacity appropriately and strengthening specialist primary care and voluntary, community and social enterprise support. The work is delivered in Sussex, with the service description focused on Hastings. This is a healthcare service involving medical personnel, centred on adult ADHD access, triage and support rather than the provision of physical goods or construction.

The procurement is complete and contracts have been awarded to Brighton and Hove Primary Care Ltd and Integrated Family Healthcare Limited, with active contracts signed on 13 March 2026. The award data does not allocate separate values to the two suppliers. The published bid statistics give both a lowest and highest valid bid value of £1,748,792 for the lot. The buyer used a limited procedure without prior publication of a competition, under Direct Award A of the Provider Selection Regime 2023, to continue an existing service in substantially the same form. No comparative provider assessment was conducted; the stated rationale was continuity with the incumbent service and no material change to scope, model or patient group. Price was the listed award criterion. The lot is marked cancelled despite the active awards and contracts.

This outcome shows demand for an integrated adult ADHD access and triage pathway in Sussex, combining primary care with specialist mental health and voluntary-sector support. A credible provider for a future requirement of this kind would need to demonstrate safe, effective clinical delivery, capacity to meet ongoing demand, continuity for patients and the ability to work within established NHS clinical pathways. Experience coordinating assessment access according to patient complexity, supporting service stability and delivering consistent outcomes would be relevant. The stated approach favoured continuation of an established service rather than a comparative competition, so suppliers seeking similar work should be prepared to evidence how their existing delivery meets clinical requirements and supports integration, patient safety and value. The award to two primary care providers also indicates a delivery model involving more than one supplier.

Procurement Information
