Summary of the contracting process

The expression-of-interest deadline was 20 October 2026 at 10:00. The single lot has an estimated value of £20 million excluding VAT (£24 million including VAT). The contract period is 28 January 2027 to 30 April 2028, with an award decision scheduled by 15 January 2027. Tender scoring allocates 54.93% to technical and quality, 35% to commercial, and 10.07% to social value. The buyer may refine the award criteria as the process progresses.

Notice Description

Contract for the multi-disciplinary detailed design for renewal of the two platforms and associated infrastructure and both passenger lifts at Basildon station, in south Essex. Basildon station is located at 24miles 26chains on the FSS2 Fenchurch Street to Shoeburyness line. Basildon Station was constructed in the 1970s comprising 2No. platforms which were partially founded on an embankment constructed in the 1930s. The main station buildings are at street level, with each platform accessed via a lift or staircase. The platforms have short canopies, where the platform construction is built off a bridge deck, that spans over Station Way public highway and the booking hall, at street level. The remainder of the platforms are exposed and of suspended concrete construction. The platforms were found to be subject to serious defects and movement during routine inspection work carried out during summer 2021, whereafter it was concluded that the platforms were beyond economic repair. This resulted in the platforms being subject to temporary propping, monitoring and regular inspection, all pending demolition and renewal of the platforms. C2c are now looking to run a procurement process to enter into a JCT Design & Build contract for renewal of the 1974 sections of both platforms 1 and 2 at Basildon, along with renewal of the station lifts serving the platforms, and associated station systems.
