Summary of the contracting process

Wigan Council wants a multidisciplinary consultancy team to produce a deliverable, evidence-led and action-focused investment and delivery framework for the Station Gateway and King Street area in Wigan. The work is intended to guide regeneration of a key arrival point to the town centre, addressing connectivity, investment, heritage, town-centre living and economic activity. The framework must build on existing masterplanning, programme plans, access and parking research, and transport infrastructure studies. It must also align with wider town-centre plans and projects, including the Town Centre Vision 2040 and regeneration schemes such as Wigan Pier, Cotton Works and the Grand Arcade. This is a building consultancy services commission, delivered in Wigan.

Wigan Council invited offers through a below-threshold, open competition. The tender set an enquiry deadline of 2 October 2026 at 5pm and a submission deadline of 16 October 2026 at noon. The contract period runs from 9 November 2026 to 8 May 2027. The estimated value is £100,000 excluding VAT (£120,000 including VAT). The procurement is divided into one lot, with quality weighted at 60%, social value at 15% and price at 25%. Electronic submission is allowed, with submissions directed through the Chest. The tender status is recorded as active.

This commission is suited to multidisciplinary built-environment consultancies able to combine strategic regeneration, town-centre planning, investment and delivery expertise. Suppliers will need to produce practical, evidence-led recommendations and integrate existing studies and programme work with wider regeneration, transport, placemaking and community initiatives. Experience coordinating across interconnected projects will be relevant: the framework must treat Station Gateway and King Street as part of Wigan’s wider town-centre ecosystem, not as a standalone scheme. The council identifies the opportunity as suitable for small and medium-sized businesses. Social value accounts for part of the evaluation, alongside quality and price, so bidders should be able to demonstrate relevant social value commitments as well as a credible approach to delivery.
