Summary of the contracting process

Cheshire Peaks and Plains Housing Trust bought building materials and associated supply services for responsive repairs, empty-property turnarounds, planned maintenance and capital works across its housing portfolio of about 5,400 properties. The requirement covers general building materials, timber and joinery; plumbing, heating and electrical components; sanitaryware, ironmongery and replacement kitchen and bathroom units; civils and roofing materials; and safety equipment and personal protective equipment. Supplies support the trust’s own maintenance teams and its appointed contractors. Delivery arrangements include supply through a branch network, direct to work sites and replenishment of van stock, supporting repair and maintenance work across the portfolio. The buyer is based in Macclesfield, and delivery is specified for the trust’s portfolio in Cheshire East.

The contract has been awarded to Stark Building Materials UK Limited, following three bids. It was a call-off from the Procurement for Housing Material Supply framework, using a limited award procedure without a separate competition for this contract. The contract was signed on 6 August 2026. Its initial term is five years, with options to extend by up to a further five years, at the housing trust’s discretion and subject to supplier performance, key performance indicators and value-for-money reviews. The stated maximum estimated spend is £20 million across the initial term and all extension options. Evaluation was weighted 60% to quality questions and 40% to pricing.

This award demonstrates recurring demand from a housing trust for a broad, dependable building-materials supply operation supporting repairs, property turnarounds, planned maintenance and capital works. A credible competitor would need to source a wide range of construction, plumbing, heating and electrical products, alongside sanitaryware, joinery, roofing, civils materials and safety equipment. The delivery model calls for a branch network as well as direct-to-site supply and van-stock replenishment, serving both in-house teams and appointed contractors across a portfolio of around 5,400 homes. Suppliers should be able to support varied day-to-day and planned requirements while maintaining service levels that contribute to first-time fixes. The selected supplier’s offer was assessed on both quality and price, with quality carrying the greater weighting.
