In accordance with Schedule 5 of the Procurement Act 2023, Paragraph 6, there is an absence of competition for technical reasons and there are no reasonable alternatives, as such only RingGo can supply the required services. This Direct Award is compliant on the basis that RingGo is the sole provider of cashless parking payment services for a significant number of the car parks (or parking locations) used by Clarion's repairs operatives when attending residents' homes. There is no reasonable substitute available for these locations, as parking payment arrangements are determined by the relevant parking operator or local authority and RingGo is the designated payment platform. This is particularly prevalent in London where parking is an issue.
