Summary of the contracting process

The Department for Environment, Food and Rural Affairs (Defra) procured specialist management consultancy to support delivery of its EU Reset portfolio. The work addressed delivery risks in the EU Reset Programme, a complex government programme involving strategic commitments for government and British businesses. Its scope included reviewing delivery schedules affected by uncertainty around the UK–EU Sanitary and Phytosanitary (SPS) Agreement, and securing agreement to a revised schedule from senior responsible owners. The programme involves Defra, its arm’s-length bodies and other government departments, whose plans had become misaligned and whose teams faced competing priorities. The service was for delivery across the United Kingdom.

The procurement is complete and was awarded to Strat-Edgy LLP. Defra used a direct award below the threshold, without competition. The award was made on 1 September 2026, for £36,000 excluding VAT (£43,200 including VAT). The contract period runs from 12 October to 1 December 2026. The procurement comprised one lot, which is complete. The published award identifies the service as general management consultancy. The stated requirement centres on addressing delivery risks, rapidly reviewing the programme schedule and gaining senior responsible owners’ agreement to the revised schedule. The award is active; a contract signature was scheduled for 9 October 2026.

For consultancy firms assessing similar Defra work, this award shows demand for focused programme-delivery support on a complex, cross-government portfolio. A credible supplier would need to identify and manage delivery risks, rapidly review interdependent plans, and help reconcile schedules across Defra, its arm’s-length bodies and other departments. The requirement also points to the importance of winning agreement from senior responsible owners who face time-limited budgets and competing delivery priorities. Relevant strengths therefore include senior-level stakeholder engagement, programme planning and coordination, and the ability to turn uncertainty into an agreed, workable delivery schedule. This was a defined piece of specialist management consultancy, rather than a broad, unspecified advisory requirement; the work concerned EU Reset delivery risks and schedule alignment.

Notice Information

Notice Title

Support on EU Reset portfolio delivery

Notice Description

Specialist consultancy to address delivery risks in relation to the EU Reset Programme, a major government programme under the National Infrastructure and Service Transformation Authority (NISTA). The EU Reset Programme is a highly complex, multi-year undertaking addressing key strategic deliverables for HMG and British businesses. The delay to the entry into force of the UK-EU SPS Agreement has generated high levels of uncertainty and means that the delivery schedule across Defra, its ALBs and other Government Departments is misaligned. The delivery schedule requires rapid review and buy in to the new schedule is required from key delivery SROs, who are working within time limited budgets and at times against competing delivery agendas.
