Summary of the contracting process

Cardiff Council commissioned interim complex-needs hostel services for people who are homeless or at risk of homelessness and need support. The provision covers the Huggard Centre and Ty Tresillian, both direct-access emergency hostels, with accommodation and structured support for people who may also face drug or alcohol dependency, mental health problems, domestic violence, offending histories or chronic illness. The Huggard Intervention Centre provides year-round access to washing and laundry facilities, clothing, meals, health and specialist services, advice and advocacy. Its Night Centre offers emergency shelter, private pod rooms and additional bed spaces, with secure lockers. The service is delivered in Cardiff. The work falls within health and social care services.

The procurement is complete and Cardiff Council selected Huggard through a direct award for an interim contract. The council cited the need to maintain additional or repeat services and a lack of sufficient accommodation of this type. The single lot covers the hostel provision. The award is valued at £3,257,832 including gross value, with a contract period from 1 October 2026 to 30 September 2029; the award was published on 28 September 2026. The award is recorded as pending, and a scheduled signature date was 30 September 2026. The stated rationale is technical: insufficient accommodation of this type for people who need it. No separate evaluation criteria are recorded.

This award shows Cardiff Council’s demand for specialist, year-round direct-access accommodation and support for people experiencing homelessness alongside complex needs. A credible provider for a future requirement would need to operate emergency hostel provision, offer safe accommodation and structured individual support, and connect residents with health and specialist services, advice and advocacy. The Huggard model also includes practical daily provision such as meals, laundry, washing facilities, clothing and secure storage. Suppliers would need the operational capacity to maintain accessible services throughout the year and support people with varied needs, including substance dependency, mental ill health, domestic violence, offending histories and chronic illness. The council used a direct award for this interim provision, citing insufficient suitable accommodation; this indicates the importance of established, specialist local capacity.

Notice Description

The Commissioning Plan proposed a comprehensive phasing programme that will take a minimum of four years to complete. This Officer Decision Report is concerned with Phase 3.1 of the plan relating to the award of 1 interim contract to the incumbent provider of housing related support services funded by the Housing Support Grant until the completion of the Phase 3 commissioning process is completed. Both the Huggard Centre and Ty Tresillian are Emergency Bed Units which are Direct Access Hostels providing accommodation and support to people who arehomeless or potentially homeless and in need of support. The project aims to "provide accommodation to people every night of the year, giving individuals, whohave come from the streets, a sense of self-respect and a concept of future opportunity that can be nurtured through having their own room and structured support planned to meet their individual needs". Service users will usually present with multiple secondary needs such as people suffering from drug dependency, people suffering from alcohol dependency, people with mental health problems, women fleeing domestic violence, ex-offenders and people with chronic illness. Huggard Intervention Centre provides a 'low threshold' unique and highly accessible service 365 days a year for homeless people. It offers laundry and washing /bathing facilities, a free clothing store, a free meal every day and the opportunity to buy additional cost-price food. Service users can access health services and other specialist services via the Intervention centre, as well as advice and advocacy. In addition, the Night Centre provides emergency shelter for up to 20 people per night through the provision of 17 dedicated private pod/rooms (small rooms with bed) and up to 3 additional bed spaces. All spaces have access to a safe locker to store personal valuable items
