Summary of the contracting process

Scottish Water is exploring battery-powered temporary power solutions for use across its construction, utilities and infrastructure projects. The market engagement covers battery, hybrid and solar-assisted systems, and whether suppliers provide them for hire or purchase. The buyer wants practical evidence of where these technologies have been deployed, their applications and operational performance, and how they compare with diesel or HVO generators. It is also interested in constraints, differences in suitability between battery-only and hybrid systems, suppliers’ plans to expand low-carbon provision, and emerging alternatives. The procurement category is equipment, including generators and electric accumulators. Delivery is associated with Scotland. This is market research to inform Scottish Water’s future approach to temporary power, supporting its stated aims on net zero, service quality and value for money.

This process is at the planning and market-engagement stage; it is not an invitation to tender or a commitment to buy. Scottish Water expects to use responses to shape its understanding of the market and the potential structure of a future framework agreement. The stated estimated value is £25.5 million. Suppliers who express interest are to receive a questionnaire by email and return it by a date set by Scottish Water. The buyer may then discuss relevant experience, case studies and supporting evidence with respondents. The buyer expects a subsequent notice on 1 December 2026. The procurement is presented as one lot. No award method or evaluation criteria are set out at this stage; the engagement is intended to gather evidence and inform a future procurement strategy.

This engagement is most relevant to suppliers with practical experience deploying temporary battery, hybrid or solar-assisted power on construction, utility or infrastructure projects. Providers able to offer both hire and purchase models can explain the options available to Scottish Water. Useful contributions will draw on real deployments, with evidence of applications, operating performance and financial, operational or environmental outcomes compared with diesel or HVO generators. Suppliers should be ready to describe limitations and challenges, when battery-only or hybrid systems are better suited, and plans for expanding low-carbon temporary power. Experience with emerging alternatives is also relevant. Case studies and supporting evidence may be useful in follow-up discussions. The stated focus is insight into supplier capabilities and technology in the market, not a present contract award or guaranteed future framework.
