Summary of the contracting process

NHS Staffordshire and Stoke-on-Trent Integrated Care Board is commissioning adult audiology services for people in Staffordshire and Stoke-on-Trent who have hearing or communication difficulties. The service covers hearing assessment, rehabilitation and continuing support, including hearing aids where clinically appropriate and associated aftercare. It is a single service requirement, continuing an existing arrangement rather than introducing substantially changed healthcare provision. Delivery is for the local population across Staffordshire and Stoke-on-Trent. This is a clinical healthcare service, specifically audiology and hearing care, rather than the supply of equipment alone; hearing aids form part of care where clinically indicated. The buyer is the Staffordshire and Stoke-on-Trent ICB.

The process uses the Provider Selection Regime’s direct award process C, without a prior competition. The ICB’s joint commissioning working group made its decision on 19 August 2026, selecting Specsavers Optical Superstores Limited, the existing provider. The contract has been signed and is active. Its term runs from 1 October 2026 to 30 September 2027. The estimated value for the one-year term is £1,678,348; the contract is described as zero-value, with payments based on activity and locally agreed prices. The requirement is not divided into separately awarded lots. Providers could make written representations to the decision makers by 9 October 2026. The criteria were equally weighted: whether the current provider meets the original contract satisfactorily and is likely to meet the proposed contract to a sufficient standard; suitability, financial and economic standing, and technical and professional ability were also assessed.

For suppliers considering this buyer’s future adult audiology requirement, the award shows demand for an established service covering assessment, rehabilitation, hearing aids where clinically appropriate, and ongoing aftercare for the local population. The selected provider was the incumbent, and the buyer’s decision rested on satisfactory performance under the existing contract and confidence that the provider could continue to meet the service requirements. A credible competitor would therefore need to demonstrate reliable delivery of the full clinical pathway, including appropriate hearing aid provision and continuing patient support, as well as evidence of satisfactory service performance. Financial and economic standing, technical and professional ability, and general suitability were basic selection considerations. The route used was a PSR direct award based on continuity and limited change to the healthcare requirement, rather than a competitive tender.
