Summary of the contracting process

Bristol City Council intends to appoint a principal contractor for the main construction works at the Bristol Regional Cycling Centre. The project covers an operational building, a closed-loop cycling track and Bikeability tracks, together with soft and hard landscaping, pedestrian and cycling infrastructure, associated drainage and utilities, and minor off-site highway improvements. This is a construction project, rather than a supply-only contract or a standalone consultancy commission. The works are to be delivered in Bristol. The council is seeking a contractor able to coordinate and deliver the centre’s main built infrastructure as a single project, including the external works and connections needed to make the facility operational.

This is at the planning stage: Bristol City Council has stated its intention to procure, but has not yet invited tenders. It expects to publish a further procurement notice on 9 November 2026. The council plans a virtual supplier information event on 14 October 2026 to explain the scope and proposed procurement and contracting approach, and hear about market capacity and capability; contractors were asked to register by 13 October. The procurement is arranged as one lot, with an estimated value of £12.5 million excluding VAT (£15 million including VAT). The planned contract period runs from 1 April 2027 to 31 December 2028. No tender procedure or evaluation basis is set out at this stage.

The project is suited to principal contractors with the capacity and experience to deliver a substantial, multi-element construction scheme. Relevant capability includes constructing operational buildings and specialist cycling facilities, carrying out landscape and public-realm works, and coordinating pedestrian and cycle infrastructure with drainage, utilities and highway improvements. Suppliers able to manage interfaces between building, track and external works are likely to be well placed when the procurement reaches the market. The council says the supplier event is intended to test market capacity and capability against the scope and to discuss its contracting approach, giving interested contractors an early opportunity to understand the project and raise questions. The single-lot structure means the main works are being planned as one overall package; the lot is identified as suitable for small and medium-sized businesses.

Bristol City Council wishes to invite contractors to a virtual supplier's information event on Wednesday 14th October at 2pm. We recommend this event is attended by any prospective bidder. The purpose of the event is to engage with the market in advance of issuing a formal ITT's by providing early information and background to our requirements and gain an understanding of the market capacity / capability to deliver the scope. We intend to discuss the scope of the procurement as well as providing an overview of the procurement and contracting approach. Time will be allotted for questions and answers and depending on questions asked we may follow individually with contractors.
