Summary of the contracting process

East Suffolk Council is procuring the Safe to Stay Hub, a homelessness prevention and rough sleeping support service in Lowestoft. The service requires a single accommodation setting providing at least 12 bed spaces, with staffing to deliver support to people who are homeless or at risk of rough sleeping. It is one lot within the council’s wider homelessness and rough sleeping services. The requirement is funded through the Homelessness and Rough Sleeping Grant and supports the council’s statutory homelessness prevention responsibilities. The accommodation and support service is the core requirement; the notice says the council may need additional bed spaces if demand and suitable accommodation increase.

The procurement is complete and East Suffolk Council selected Anglia Care Trust for the contract. The earlier open competition for this lot received no bids, so the council proceeded with a direct award under section 43(1) of the Procurement Act 2023. The service was originally competed as one of two lots; the other lot was awarded separately. The award is valued at £582,662 including VAT (£466,129 excluding VAT). The contract period is 7 October 2026 to 7 October 2029, with an optional one-year extension subject to funding availability and approval; the stated maximum extent is 7 October 2030. The award is pending, with signature scheduled for 7 October 2026. Anglia Care Trust was selected based on its existing homelessness accommodation services and suitable accommodation meeting the original specification.

This requirement demonstrates demand from East Suffolk Council for a managed homelessness accommodation service in Lowestoft, combining at least 12 bed spaces in one setting with the staffing needed to provide prevention and rough sleeping support. A credible provider would need access to suitable accommodation, capacity to operate it as a single service setting, and an established ability to deliver support to people experiencing homelessness. The council’s stated basis for selecting Anglia Care Trust was its existing homelessness accommodation services and suitable accommodation matching the specification. The previous competitive process attracted no bids for this lot, while the council still required the service to meet its statutory responsibilities. The lot was marked suitable for small and medium-sized businesses and voluntary, community and social enterprises.

Procurement Information

East Suffolk Council intends to award a contract to Anglia Care Trust for the provision of the Safe to Stay Hub Service (Lot 1) under Section 43(1) of the Procurement Act 2023 (Switching to Direct Award). Linking the UK Notice 4 - tender notice has been unsuccessful but it can be found using:ocds-h6vhtk-0614c9 Notice Reference:2026/S 000-009207 The service comprises the provision of a minimum of 12 bed spaces within a single accommodation setting in Lowestoft, together with all staffing required to deliver a homelessness prevention and rough sleeping support service. The contract is funded through the Homelessness and Rough Sleeping Grant and has an estimated value of PS582,662 (including VAT) over the period 2026 to 2029. The Council previously conducted a compliant Open Procedure for homelessness and rough sleeping support services, divided into two lots. While a compliant tender was received and awarded for Lot 2 (Rough Sleeping Initiative Beds), no tenders were received for Lot 1. Consequently, the Council was unable to award the contract through the competitive procedure, and an award under Section 19 of the Procurement Act 2023 is not possible. The Council continues to require the Safe to Stay Hub service to support its statutory homelessness prevention responsibilities and delivery of grant-funded services. Following the unsuccessful competition, the Council intends to directly award the contract to Anglia Care Trust, which is not an excluded supplier and has demonstrated its capability to deliver the requirement through its existing homelessness accommodation services and the availability of suitable accommodation meeting the original specification. The direct award will ensure the timely continuation of a critical homelessness prevention service and supports the procurement objectives set out in Section 12 of the Procurement Act 2023, including the delivery of public benefit and value for money.
