Summary of the contracting process

The BBC is seeking a supplier for a Local Democracy Reporting Services platform for its Local News Partnership System. The service comprises a system for journalists to create local news stories and manage their publication through review and approval workflows, including uploading, storing and managing video, audio and image assets and linking them to stories. It also includes a separate content portal where local news partners can search for, discover and use text and associated content. The requirement covers the platform service, implementation, support and ongoing operation. This is an information technology service covering software development and support. The buying organisation is the BBC (British Broadcasting Corporation).

The BBC invited offers through a competitive flexible procedure, using an invitation to tender followed by clarification, evaluation and shortlisting, then a best and final offer stage. The procurement is a single lot. The tender and enquiry deadlines were both 26 October 2026 at 14:00 UTC; the stated award decision deadline was 19 March 2027. The contract is scheduled to run from 1 January 2028 to 31 December 2030, with an option to extend by up to two years in total. The estimated value is £1.3 million excluding VAT (£1.56 million including VAT). Quality and cost each carry 50% of the evaluation weighting. The BBC states that there are no conditions of participation; technical and economic selection criteria are to be detailed in the tender documents.

The opportunity suits suppliers able to deliver and operate a platform supporting the full local-news content workflow: story authoring, review and approval, management of video, audio and image assets, and a searchable portal for partner organisations. Bidders should be able to implement the solution and provide ongoing support and service throughout the contract, with a value-for-money offer. The work requires capability in software development and support, and suppliers should be prepared to address both technical and economic selection criteria described in the tender documents. The BBC marks the requirement as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so businesses in those groups may compete. The procurement combines quality and cost in its evaluation, giving each equal weight; suppliers will therefore need to demonstrate a credible service as well as competitive pricing.
