Summary of the contracting process

North Northamptonshire Council buys security services for multiple council properties, including former council sites. The requirement covers annual key holding, intruder alarm monitoring and servicing, CCTV servicing and monitoring, broadband line provision, static security officers, dog handling, lock-and-unlock services and mobile patrols. Manned guarding is included at The Cube, Bowling Green Road, Tithe Barn Offices and the William Knibb Centre. The services are intended to maintain site safety and security control across corporate offices and vacant properties. Delivery is in North Northamptonshire, including Corby and other council locations. This is a broad, operational security-services package combining remote monitoring and maintenance with guarding, patrol and emergency-response activity.

The procurement is complete and has been awarded to 1st Reaction Security Limited. North Northamptonshire Council made an interim direct award because of extreme operational urgency following the expiry of previous arrangements; it says a competitive process could not be completed quickly enough to protect its premises and maintain services. The award date is 29 September 2026. The contract runs from 9 October 2026 to 10 February 2027, a period described as eight months in the tender description and as 34 weeks and 3 days in the direct-award rationale. The awarded value is £370,645 excluding VAT (£444,774 including VAT). There is one lot. No scoring or evaluation criteria are stated; the award was made directly to the named supplier.

For a future requirement from this council, a credible supplier would need to deliver an integrated guarding and security operation across multiple corporate and vacant sites. Relevant capability includes trained static officers and manned guarding, mobile patrols, dog handling, key holding, alarm and CCTV monitoring, alarm and CCTV servicing, lock-and-unlock visits, and emergency response. The package indicates a need to coordinate both on-site personnel and technical security systems while sustaining continuous coverage across several locations. Suppliers should be able to mobilise reliably and manage the operational risks associated with protecting council buildings and vacant properties. The council’s stated intention is to take a longer-term requirement to market competitively through a support-services purchasing route, so experience operating within a multi-site public-sector security contract would be pertinent.

Procurement Information

This interim direct award is being made to 1st Reaction Security Ltd for the provision of essential security services across multiple corporate properties manged by North Northamptonshire Council. The scope of services includes manned guarding, static security at vacant sites, key holding, CCTV monitoring and emergency response services. This direct award is strictly limited to an interim period of 34 weeks and 3 days (estimated value PS444,744) which represents the minimum timeframe required to safely execute a fully compliant procurement exercise and ensure an achievable mobilisation period. A direct award is necessary due to extreme operational urgency following the expiry of previous contract arrangements. A total cessation or sudden withdrawal of these security measures would expose Council assets, corporate offices and vacant sites to significant safety risks, property damage and severe public service disruption. The risk of asset vulnerability and immediate insurance implications means a competitive tender cannot be completed in the immediate timeframe required to protect these premises. To ensure a return to full competitive tension, the Council's procurement and service department teams are actively progressing a long-term 3+1+1 year contract route to market. This long term requirement will be openly competed through the YPO Building in Use - Support Services DPS - 879 to streamline market engagement and secure long-term compliance.
