Summary of the contracting process

Warwickshire County Council is exploring a digital social care provider relationship management system. It wants a more coordinated view of its local provider market, covering both regulated and non-regulated care providers across different service areas. Potential functionality includes provider records and contact management, logs of engagement, tracking risks and issues, quality and performance information, market intelligence, reporting and dashboards, and integration with existing Council systems where appropriate. The system is intended to support commissioning, contract management, quality assurance and market shaping, helping the Council understand provider capacity and pressures, improve communication and monitor risks. Delivery is for the Council’s work across Warwickshire; the procurement is categorised as software and information systems.

This is at the planning stage: the Council is testing the market, not inviting tenders. It is asking interested organisations to complete a market testing questionnaire and submit queries through its supplier portal. The Council expects to use the findings to identify options that meet its strategic objectives and offer value for money, assess market maturity and delivery risks, and decide whether a future procurement is appropriate. Its engagement milestone is scheduled for 18 October 2026; this is an engagement date, not a bid deadline. The indicative contract period is 1 June 2027 to 31 May 2030, with a possible maximum extent to 31 May 2037 through renewal. No procedure, evaluation criteria or contract value has yet been set out.

This market engagement is most relevant to software suppliers with an established provider-management or relationship-management platform that can be adapted for social care or comparable sectors. The Council is seeking market insight on available solutions, current use, fit with its needs, implementation considerations, support models, interoperability, data security and indicative costs. Suppliers able to demonstrate practical provider-record and contact-management tools, engagement logging, risk tracking, quality and performance data, market intelligence, reporting and dashboards are well placed to explain their offer. Experience integrating with existing public-sector systems and supporting services across varied regulated and non-regulated provider markets will be relevant. The Council is also interested in delivery options, market constraints and risks, so responses that explain implementation and ongoing support approaches can help inform its planning.

Notice Title

Preliminary Market Engagement for the provision of Social Care Provider Management Software

Notice Description

Warwickshire County Council is exploring the potential commissioning of a Social Care Provider Relationship Management Tool to strengthen how the Council engages with, understands and manages its local social care provider market. The Council works with a wide range of social care providers across different service areas, including regulated and non-regulated provision. Effective provider relationship management is essential to supporting market sustainability, understanding provider capacity and pressures, improving communication, monitoring risks, and ensuring that commissioned services continue to meet local needs and statutory responsibilities. At present, information about providers, quality, performance, risks, engagement activity and market intelligence may be held across different systems, teams and processes. This can make it more difficult to maintain a single, consistent view of provider relationships and to use information proactively to support commissioning, contract management, quality assurance and market shaping activity. The Council is therefore interested in understanding whether there are digital tools available that could help provide a more coordinated, efficient and intelligence-led approach to provider relationship management. This may include functionality such as provider records, contact management, engagement logs, risk and issue tracking, quality and performance information, market intelligence, reporting, dashboards, and integration with existing Council systems where appropriate. The purpose of this preliminary market engagement is to understand the range of solutions available, how they are currently being used in social care or comparable sectors, the extent to which they could meet the Council's requirements, likely implementation considerations, support models, interoperability, data security arrangements, and indicative costs. This engagement will help the Council assess the maturity of the market, identify potential delivery options, understand any risks or constraints, and inform whether a future procurement exercise would be appropriate.

Planning Information

This is not a procurement/tender exercise at this point. The Council invites interested parties to complete the Market Testing Questionnaire that is available via the In-Tend Sell2 Warwickshire Portal https://sell2.in-tend.co.uk/midlands/home You should also submit any queries regarding this PME via the Correspondence function within the Warwickshire Portal. Information gathered from the market test will enable the Council to identify the option that best meets the Council's strategic objectives and offers best value for money. The Council reserves the right to recall any provider to explore an option in more detail if required. Organisations that have not previously registered on the Sell2 site will be required to do so in order to access the Warwickshire portal. If you are unable to register with the Sell2 portal please email the procurement team at procurement@warwickshire.gov.uk
