Summary of the contracting process

Linstone Housing is seeking a contractor for landscape and grounds maintenance at its existing properties and shared landscaped areas in Linwood, Johnstone and Paisley, Renfrewshire. The work includes litter picking, grass cutting, hedge trimming, selected shrub-bed maintenance, leaf collection and moss clearance on specified hard-standing areas. The contract may also involve tree maintenance, tree and stump removal, and repairs to damaged grass. Additional properties or landscaped areas elsewhere in Renfrewshire, including Bridge of Weir, Renfrew, Elderslie and Kilbarchan, may be added. Some shrub-bed work and most moss clearance will remain with Linstone Housing’s Estates Management Team; the contractor has defined areas and tasks. This is a grounds and landscape maintenance service (CPV 71421000).

Linstone Housing invited offers through a single-stage open procedure. The tender deadline was 29 October 2026 at 12:00 UTC; bids were to be submitted electronically in English, and the stated bid-validity period ended 27 January 2027. The contract period is 1,080 days. The estimated contract value is £1,015,000. The buyer may take up two optional 24-month extensions, covering up to four additional years; the stated estimated cost is £145,000 a year excluding VAT. Quality carries 60% of the evaluation and price 40%. Technical and professional ability questions are assessed pass/fail: bidders must score at least 2 on every question, or the rest of their bid will not be evaluated. The contract includes community benefits, with details in the tender requirements.

This opportunity suits an established grounds-maintenance contractor able to manage routine estate work across several neighbourhoods and accommodate possible additions elsewhere in Renfrewshire. Bidders need to provide three examples of similar landscape-maintenance services and show access to suitable tools, plant and technical equipment. They must report average annual workforce and management staffing for the previous three years, and provide the names and qualifications of staff assigned to the work. The financial threshold is a general annual turnover of at least £290,000 in each of the previous two years, or that average across those years. Required insurance is £5 million for employers’ liability and £5 million for public liability, held already or obtainable before contract start. If using subcontractors, suppliers must demonstrate resilient supply-chain systems, including prompt payment controls. Poor technical responses can disqualify a bid.
