Summary of the contracting process

Leicestershire County Council appointed chartered surveying and property advice services for the A511 Major Road Network Growth Corridor scheme. The work covers compulsory purchase and land acquisition, including advising the council and attending meetings, refreshing land and mapping data, arranging and negotiating licences, negotiating permanent land take, preparing plans and serving notices. The surveyor also supports landowners and contractors during construction, updates property and compensation information for agreements with landowners, and negotiates claims after the works are complete. The services are delivered in Leicestershire, supporting the land and property requirements associated with the road scheme.

The procurement is complete and the contract is active. Leicestershire County Council made a direct award without competition under a below-threshold procedure to Bruton Knowles Limited. The award date was not recorded; the contract was signed on 1 January 2025. Its initial period runs from 1 January 2025 to 31 December 2027, with two possible 12-month extensions and a maximum end date of 31 December 2029. The contract value is £54,637 excluding VAT, or £65,564 including VAT. There was one lot, covering the surveying and property services for the A511 scheme. The published information gives no evaluation criteria for the direct award.

This award demonstrates demand from Leicestershire County Council for specialist property and land services on a major road scheme, including compulsory purchase, permanent land acquisition, landowner negotiations and claims management. A credible competitor for a similar requirement would need chartered surveying expertise, practical knowledge of land take and compulsory purchase, and the capacity to advise the council while coordinating with landowners and construction contractors. Relevant delivery experience would include negotiating licences and land agreements, preparing plans and serving notices, maintaining property and mapping information, and resolving compensation claims after construction. The work spans the scheme lifecycle, from acquisition and construction support through post-completion claims, so a supplier would need to provide consistent project support as well as responsive advice when meetings or other issues arise.
