Summary of the contracting process

NHS South East London Integrated Care Board plans to commission a winter same-day primary care service for people registered with a Bromley GP practice. It will provide additional GP-led assessment and treatment for winter illness and other urgent primary care needs through accessible hubs distributed across Bromley. Consultations will be predominantly face to face, with referrals from general practices after clinical triage, NHS 111 and Urgent Treatment Centres. The service is intended to support in-hours and out-of-hours demand, work alongside community pharmacies and neighbourhood services, and help patients receive care in an appropriate community setting. Providers will use shared digital systems to record consultations, manage referrals and update patients’ registered practices, and will report activity, outcomes and service impact.

This is at the planning stage: the ICB has announced its intention to select a provider, but there is no invitation to tender. It expects to use a Most Suitable Provider process under the Provider Selection Regime 2023 and considers it likely to identify a suitable provider without a competitive procurement. The selection will be guided by quality and innovation, value, integration and sustainability, improved access and reduced health inequalities, and social value. The expected contract is three months, subject to change, with a stated value of £250,000. The service is expected to provide approximately 7,000 additional appointments during the winter operating period, described as December 2026 to January or February 2027. A further notice is expected on 1 December 2026.

The service is suited to providers able to deliver high-volume, same-day primary care and mobilise across multiple sites in Bromley. The buyer is looking for experience delivering large-scale same-day primary care locally, access to Bromley healthcare premises, and enough workforce and operational resilience to respond flexibly to changing winter demand. Providers will need effective working relationships with Bromley general practices, Primary Care Networks, NHS 111, Urgent Treatment Centres, community pharmacies and other health and care partners. Delivery also calls for robust clinical governance, safeguarding and information governance, and the ability to use EMIS and associated NHS digital systems for referral management, consultation records and write-back to GP practices. Capacity for clinical audit, quality assurance and service evaluation will support continuous improvement and evidence of impact.
