Summary of the contracting process

Ceredigion County Council, on behalf of Food Centre Wales, is buying a complete pilot-scale food-processing spray-drying system: a multi-stage spray dryer with an integrated fluidised bed. The supplier must design, manufacture and supply the equipment, deliver and install it at Food Centre Wales’ Innovation and Manufacturing Hub in Ceredigion, then commission and test it, train operators and provide warranty support and operational documentation. The system will support food and drink product development, process optimisation and scale-up trials, simulating larger industrial spray-drying processes and producing dust-free agglomerated powders for research, development and validation. This is specialist food and beverage processing machinery, rather than a general equipment supply.

The Council invited tenders through an open procedure. The enquiry deadline was 19 October 2026 at 12:00; bids were due by 26 October 2026 at 12:00. The anticipated award decision date was 9 November 2026. The contract period was set for 23 November 2026 to 31 March 2027. The estimated contract value is £300,000 to £320,000 including extensions; the published procurement value is £300,000 excluding VAT and £360,000 including VAT, and is guidance rather than a fixed budget. There is one lot. Evaluation is weighted 60% technical quality and 40% commercial price. Participation requires economic and technical standing, including relevant experience, technical capacity and specialist equipment, qualified personnel, capacity and throughput, and health and safety compliance.

This opportunity suits suppliers able to deliver a turnkey pilot spray-drying installation, combining specialist process-equipment design and manufacture with delivery, installation, integration and commissioning at a food innovation facility. Bidders need relevant experience and the equipment, qualified personnel and operational capacity to meet the required throughput. The buyer also expects safe delivery and compliance with UK legislation, safety requirements and industry standards for food-processing machinery. After installation, the supplier must carry out acceptance testing, train operators and provide warranty support and the documentation needed for full operation. The requirement is identified as suitable for small and medium-sized enterprises, as well as voluntary, community and social enterprises; the technical and commercial evaluation gives quality greater weight than price.
