Summary of the contracting process

Onward Group Limited is seeking suppliers to manufacture and supply complete kitchen units and associated materials, including cabinets, worktops, sinks, taps, doors, drawer fronts, hinges, brackets, plinths, end panels and accessories. The requirement also covers pre-delivery surveys, measurement, design, approvals and order processing, followed by scheduled regional deliveries. Suppliers must support resident choice, maintain product availability and supply-chain continuity, and provide customer communication, defect resolution, warranty management and performance reporting. The kitchens and materials are for delivery to agreed sites in three areas: Merseyside, Greater Manchester and Lancashire. This is a supply opportunity for kitchen manufacturers and suppliers of fitted kitchen furniture and components (CPV 39141000).

The buyer invited offers through an open procedure. The procurement is divided into three regional lots: Merseyside, Greater Manchester and Lancashire; suppliers may be suitable for small and medium-sized businesses. Bids were due by 26 October 2026 at 10:00, and the stated award decision date was 10 December 2026. The contract period for each lot runs from 1 April 2027 to 31 March 2030, with two possible one-year renewals, potentially extending to 31 March 2032. The overall estimated value is £8.2 million excluding VAT (£9.84 million including VAT); the source gives no separate value for the individual lots. Evaluation is weighted 60% on quality and 40% on price for each lot. Offers may be submitted electronically in English.

This opportunity suits kitchen manufacturers and suppliers able to provide complete units and a broad range of components, rather than firms offering only isolated products. Cabinets must meet the FIA Gold Standard, so suppliers will need relevant accredited manufacturing capability. Bidders should have suitably qualified staff and dependable processes for surveys, measurement, design, approval and order handling, including the ability to complete pre-delivery surveys before the programme begins. The contract also calls for capacity to deliver to multiple sites across a regional area in line with agreed schedules, maintain product availability and supply-chain continuity, and support resident-choice arrangements. Strong customer service, clear communications, responsive defect resolution, warranty administration and performance reporting are part of the requirement. Each regional lot is identified as suitable for SMEs, making the opportunity relevant to capable regional suppliers as well as larger manufacturers.
