Summary of the contracting process

Stoke-on-Trent City Council procured dog warden and kennelling services to meet its public-protection duties. The work covers collecting and detaining stray dogs, returning seized dogs to identifiable owners, keeping a register of detained dogs and caring for dogs for seven days. The service is for the council’s area in Stoke-on-Trent. The requirement is classified as dog kennel services (CPV 98380000).

The procurement is complete and the contract was awarded to ACORN KENNELS LIMITED. The council used a below-threshold procurement route. The contract was signed on 16 September 2026, with an initial period from 2 October 2026 to 30 September 2028 and one available 12-month extension, giving a maximum period to 30 September 2029. The contract value is £166,650 excluding VAT (£199,980 including VAT). The award is active, and the contract is active. The published procurement information identifies one lot; evaluation criteria are not stated.

For suppliers considering similar future work for Stoke-on-Trent City Council, the requirement calls for the practical ability to respond to stray-dog collection and detention needs, reunite identifiable dogs with their owners, maintain accurate detention registers and provide kennelling for the required seven-day period. Credible providers need suitable kennel facilities and operational capacity to handle collections, care for detained dogs and manage owner returns reliably. The selected provider is a small business, showing that this service has been delivered by an SME; the requirement is focused on a defined council area rather than a broad regional service. Relevant experience in dog warden or kennel operations would support a credible offer.
