Summary of the contracting process

Rochdale Borough Council is preparing to procure a development partner for the Rochdale Town Centre Heat Network, a district heating and energy infrastructure project. The work is a service focused on developing the town-centre heat network. The buyer’s stated purpose is to bring forward the network through a forthcoming procurement exercise. Delivery is associated with Rochdale town centre. The council is also arranging a virtual bidder event to introduce the project and explain the planned procurement, with contributions from the project team, Rochdale and Greater Manchester Combined Authority representatives, and the council’s advisers.

The process is at planning: the council has set out its intention to procure a development partner, but has not yet issued an invitation to tender. A virtual bidder event is planned for 15 October 2026, from 12 noon to 1pm, to introduce the project and forthcoming procurement. Questions will be recorded at the event and answered afterwards; responses and presentation materials are intended to be circulated to attendees as procurement documentation. Attendance is not a prerequisite for taking part in the later procurement. The intended contract period is 4 August 2027 to 3 August 2028. The procurement is above the applicable threshold. No procedure, evaluation basis or contract value is set out at this planning stage.

The planned work is most relevant to organisations able to act as a development partner for a town-centre district heat network. Suppliers with experience developing heat networks or related energy infrastructure are likely to find the project relevant and should use the market-engagement event to understand the project and forthcoming procurement. The event will include input from the council’s project team, Rochdale and Greater Manchester Combined Authority representatives, and the council’s advisers. This is an opportunity to prepare ahead of the later procurement, not to submit a bid at this stage. The buyer has not described particular technical accreditations, minimum capacity requirements or experience thresholds in the information provided.
