Summary of the contracting process

The London Borough of Lewisham is seeking waste transfer station services. The work falls within waste, refuse and environmental services and is for Lot 1. Delivery is in the United Kingdom; the council is the buying organisation. The procurement is aimed at organisations able to provide waste transfer station services under the council’s contract conditions and service specification. This is a service contract, rather than a purchase of goods or construction works. The published scope identifies Lot 1 as the relevant service package, so suppliers should assess their fit against the requirements for that lot and the accompanying specification.

The council invited tenders through an open procedure under the Procurement Act 2023. For Lot 1, the initial contract term runs from 1 January 2027 to 1 January 2029, with an option to extend for up to two further one-year periods at the council’s discretion, subject to satisfactory performance. The estimated value is £1.1 million excluding VAT (£1.32 million including VAT). Questions were due by 16 October 2026 at 00:01 BST, and tenders by 30 October 2026 at 12:00 GMT. The stated award decision date is 27 November 2026. Evaluation is weighted 45% quality, 45% price and 10% social value. The lot is identified as suitable for SMEs and voluntary, community and social enterprises.

This opportunity suits providers with the operational capability and relevant experience to deliver waste transfer station services, and whose business can meet the council’s service specification and standard contract conditions. The stated suitability for SMEs and voluntary, community and social enterprises indicates that these suppliers are considered eligible to compete for the lot. Bidders should be prepared to demonstrate both service quality and value for money: together these account for 90% of the evaluation, with social value making up the remaining 10%. The contract is structured as a two-year initial service with potential annual extensions, making it relevant to suppliers able to sustain delivery over a multi-year period and maintain satisfactory performance if the council chooses to extend.
