Summary of the contracting process

South Downs National Park Authority is seeking research and consultancy services to develop a strategic visitor management plan for the Sussex Heritage Coast, covering Seven Sisters, Beachy Head, Lullington Heath and Friston Forest between Seaford and Eastbourne. The work is intended to bring public and private landowners and other stakeholders together around a long-term vision and a delivery plan for its first five years. The plan will address visitor management and dispersal, sustainable transport and access, visitor-economy growth, marketing, cultural heritage and local enterprise, public safety including suicide prevention and nature recovery. Deliverables include findings and draft themes reports, followed by the final vision and delivery plan, each presented at a stakeholder meeting.

The buyer invited offers through an open competition. The tender submission deadline was 29 October 2026 at 13:00 UTC. The contract period is 30 November 2026 to 30 April 2027. The estimated value is £80,000 excluding VAT (£96,000 including VAT). The procurement is a single lot. The award is weighted 35% on cost, 30% on approach to the contract, 20% on project resourcing and 15% on understanding the brief. Electronic submission is allowed. The published tender sets a submission deadline but no enquiry deadline is stated here.

The opportunity suits research and consultancy firms able to shape a strategic plan through partnership working across public and private landowners and local stakeholders. Suppliers should be equipped to analyse economic, environmental and social issues and opportunities across a protected coastal landscape, then turn findings into a deliverable long-term vision and practical five-year plan. Relevant strengths include visitor management, sustainable transport and access, visitor-economy development, marketing and communications, cultural heritage, public safety and nature recovery. The brief calls for a phased approach, stakeholder meetings and clear written outputs: findings and themes reports, followed by the final plan. SMEs are identified as suitable. The evaluation places substantial weight on the proposed approach and project resourcing, alongside the supplier’s grasp of the brief.
