Summary of the contracting process

The BBC is exploring sound exposure monitoring and management for its five full-time orchestras, the BBC Singers and two amateur choruses, which work across the United Kingdom. The services would support understanding and managing musicians’ and staff’s exposure to elevated sound levels during rehearsals, performances, recordings, broadcasts, education projects, touring and other music-making. Exposure can vary with repertoire, instrumentation, venue acoustics, amplification, stage layouts, rehearsal schedules and individual positions within an ensemble. The BBC is seeking to understand what monitoring and management capabilities the market can provide, how comparable organisations address the issue, and what developments may be emerging. This is a specialist occupational sound monitoring and management requirement, rather than a general-purpose noise control service.

This is at the planning stage: the BBC is undertaking preliminary market engagement through a request for information, not inviting tenders. It expects a future services contract to run from 1 February 2027 to 31 January 2030, with provision for extension to 30 January 2032. The estimated value is above the applicable threshold, but no monetary amount is stated. The BBC expects to use an open procedure for the later procurement. For this engagement, it expected final clarification questions by 14:00 on 16 October 2026 and final RFI responses by 14:00 on 29 October 2026. It may follow up with respondents and invite them to demonstrate proposed solutions. The requirement is presented as one lot, and small and medium-sized businesses are considered suitable.

This engagement is relevant to suppliers able to provide sound exposure monitoring and management for professional music environments, particularly where exposure changes with repertoire, instrumentation, venue acoustics, amplification, stage arrangement, rehearsal patterns and performers’ positions. Suppliers with practical experience supporting orchestras, choirs, broadcasters or comparable organisations should be well placed to explain their approach and demonstrate how it works in varied rehearsal, performance, recording and broadcast settings. The BBC is looking to learn about current market capabilities, comparable organisations’ practices and emerging developments, so providers of established solutions as well as suppliers developing new approaches may have useful evidence to contribute. The intended multi-year service and UK-wide performing activity point to a need for solutions and delivery capability that can support varied music-making contexts across the BBC’s orchestras and choirs. No specific accreditation or technical standard is identified.

Notice Information

Notice Title

Sound Exposure Monitoring and Management

Notice Description

The BBC operates five full-time orchestras, the BBC Singers and two amateur choruses across the United Kingdom. Together, BBC Orchestras and Choirs undertake a wide range of rehearsals, performances, broadcasts, recordings, education projects and touring activity each year. As part of its commitment to the health, safety and wellbeing of orchestral musicians, singers and other staff, the BBC has an ongoing interest in understanding and managing exposure to elevated sound levels during rehearsals, performances, recordings, broadcasts and other music-making activity. The BBC recognises that sound exposure management within professional music environments can be complex. Exposure levels may vary considerably depending on factors such as repertoire, instrumentation, venue acoustics, amplification, stage layouts, rehearsal schedules and individual positions within an ensemble. Through this RFI, the BBC wishes to engage with the market to better understand the capabilities currently available, how comparable organisations are approaching these challenges and what future developments may be emerging in this area.
