Summary of the contracting process

Bradford District Care NHS Foundation Trust commissioned a community key worker service for children and young people aged 0–25 with learning disabilities and/or autism in West Yorkshire. The service provides dedicated key workers to assess needs, engage with children and families, coordinate care, advocate and manage cases over time. It brings together NHS services, local authorities, education providers and voluntary, community and social enterprise partners. The work includes support for high-risk and complex cases, including safeguarding-sensitive situations, and participation in Dynamic Support Registers and Care, Education and Treatment Reviews. Its aims are to prevent hospital admissions and escalation, improve coordination across services, and improve outcomes and experiences for children, young people and families.

The process used the Provider Selection Regime’s Most Suitable Provider Process, without a published competition. Barnardo’s was selected for the single service lot, and the contract is recorded as active and signed. The published description calls this an intention to award and says the formal award is subject to the Provider Selection Regime. The initial contract term is three years, with options for two further 12-month extensions. The evaluation weighted quality and innovation at 30%, value at 25%, integration, collaboration and sustainability at 20%, inequalities and choice at 15%, and social value at 10%. The notice gives 12 October 2026 as the deadline for representations by providers. The bid statistics record two bids and a single valid bid value of £5,019,768.

This award shows demand for a substantial, joined-up children’s health and support service, requiring more than individual casework: a credible provider must coordinate across NHS, local authority, education and voluntary-sector partners and manage complex cases, including safeguarding-sensitive situations. Relevant experience includes person-centred support for children and young people with learning disabilities and/or autism, advocacy, care coordination and ongoing case management, as well as participation in Dynamic Support Registers and Care, Education and Treatment Reviews. The chosen provider must be able to demonstrate how its service can prevent escalation and hospital admission and improve outcomes and family experience. For a future competition, suppliers should be ready to evidence quality and innovation, integration and collaboration, sustainability, attention to inequalities and choice, and social value alongside value for money.
