Summary of the contracting process

NHS Cheshire and Merseyside Integrated Care Board commissioned continuing healthcare services for patients across Cheshire and Merseyside. The service covers care funded by the NHS under the statutory National Framework, including continuing healthcare, funded nursing care and complex packages such as palliative care. It also includes continuing care for children and young people, specialist mental health care under Section 117, and specialist learning disability care. Packages are commissioned for individual patients to meet their clinical needs, with delivery arranged through providers across the area. This is healthcare and care provision rather than a single, standardised service: suppliers may be expected to deliver different types of support according to each patient’s assessed requirements.

The procurement has been awarded through the Provider Selection Regime, using Direct Award B without a prior competition. Cheshire and Merseyside ICB selected 52 providers for the service: Aaroncare Limited, Activate Community and Education Services, Be Caring Ltd, Best Care Liverpool Limited, Blair House Care Home Limited, Byron Court Care Home Limited, Care Confidence Ltd, Choices Homecare (Merseyside) Limited, Delphside Limited, Eternity Care Services Ltd, Future Living Care Ltd, GN Care Homes Limited, Hengoed Park Limited, Home not Hospital Ltd, Indigo Care Services (2) Limited, J.A.D. Healthcare Limited, Krinvest Limited, L'Arche, Lotus Care (Finch Manor) Limited, Lotus Care (Glenarie Manor) Ltd, Lotus Care Management Services Limited, MAK Community Care Limited, Max Healthcare Group Ltd, Melrose Court Rest Home Limited, Mr Bharat Kumar Modhvadia and Mrs Jaya Bharat Modhvadia, Newco Southport Limited, NS CML Ltd, Optima Health and Social Care Ltd, Park View Care Home (Liverpool) Limited, Pendine Park Care Home, Provide Care Solutions Limited, Regal Care Trading Ltd, Royal Hospital for Neuro-Disability, Ryecourt Limited, Saga Care Limited, Seashell Trust, Select Support Partnerships Ltd, Spinal Homecare Services Ltd, St Joseph's Hospice Association, Support at Home Ltd, The Tides Cloisters Care Limited, Townsend Jackson Limited, Unity Homes Limited, Weatherstones House Care Limited, Yes Care Services Ltd, Apex Health Liverpool, Home Instead Limited, Homecarers Care Services Limited, Indigo Care Services Limited, JS Homecare Ltd, Landona House Limited and Sanctuary Home Care Limited. Contracts were signed on 1 April 2025 and run to 31 March 2026. The stated contract value is nil, with individual patient agreements setting agreed costs. Patient choice accounted for 99% of the stated evaluation weighting and price for 1%.

This award shows demand for a broad local provider network able to respond to individual NHS-funded care needs, rather than a single provider delivering one uniform package. Credible suppliers need the clinical and operational capacity to provide care in line with the statutory National Framework and to tailor delivery to individual patients. Relevant experience spans continuing healthcare, funded nursing, complex and palliative care, children’s continuing care, Section 117 mental health support and specialist learning disability services. The stated evaluation placed overwhelming weight on patient choice, so providers need to be suitable options for patients and able to demonstrate the quality and fit of their care. The direct-award route was used to onboard suitable providers to meet immediate clinical needs; the awarded cohort includes home-care businesses, care homes, specialist organisations and providers of different sizes.
