Summary of the contracting process

Sport England, acting for the Sports Councils, is seeking a supplier to review and revise the Transgender Inclusion in Domestic Sport Guidance. The work is a research and policy review of guidance first published in September 2021, supported by background documents including a literature review. It must assess the guidance from scientific, medical and policy perspectives and produce revised guidance to help National Governing Bodies of sport and others in the sports sector develop transgender inclusion policies. The requirement is research services (CPV 73110000). The guidance is intended for use across the UK sports sector; the procurement data does not identify a delivery site.

Sport England invited offers through a below-threshold open competition. The process reached tender, with the buyer inviting suppliers to bid. The single lot has an estimated gross value of £96,000. The contract period is 11 January to 10 July 2027. Suppliers could submit questions until 23 October 2026 at 11:59 am; bids were due by 16 November 2026 at 11:59 pm. Electronic submission is allowed through Sport England’s e-sourcing portal. The stated award basis is the Sports Councils’ Transgender Guidance Review. The lot’s participation instructions required interested suppliers to email Sport England by 7 October 2026 to receive access and registration instructions.

This work suits research and advisory firms able to bring together scientific, medical and policy expertise on transgender inclusion in sport. Suppliers should be equipped to review existing guidance and supporting literature, assess its implications and develop practical revised guidance for National Governing Bodies and other sports-sector organisations. The requirement is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so specialist or mission-led organisations may be well placed to compete. The work is a single, defined review rather than a stated programme of ongoing service delivery. The buyer’s instructions required suppliers to contact Sport England by the specified date to obtain access and register their interest on its e-sourcing portal.

Notice Title

SE1286 Transgender Inclusion in Domestic Sports Guidance Review

Notice Description

The Sports Councils commissioned and published the Transgender Inclusion in Domestic Sport Guidance in September 2021. The Guidance is supported by several background documents, including the Transgender International Research Literature Review 2021. In April 2025, the Supreme Court Ruling (For Women Scotland Ltd V The Scottish Ministers) ruled that, under the 2010 Equality Act, the protected characteristic of 'sex' means a person's biological sex. The updated Equalities and Human Rights Commission Statutory Code of Practice for services, public functions and associations became legally binding on 5 August 2026 and provides guidance as to how the Equality Act 2010 should be applied. Following advice from legal counsel, and a literature review on the topic, the Sports Councils CEOs agreed that a full review is required. Sport England (on behalf of the Sports Councils) now seeks to appoint a supplier to review and revise the Transgender Inclusion in Domestic Sports Guidance from a scientific, medical and policy standpoint, to guide National Governing Bodies of sport (NGBs) and others in the sport sector to create transgender inclusion policies INSTRUCTIONS FOR INTERESTED PARTIES: To receive instructions on how to access the Procurement opportunity which is due to go live on 8th October 2026, please email Procurement@sportengland.org on or before 7th October 2026. Sport England will provide instructions on how to register your interest on the Sport England esourcing portal ahead of the opportunity going live on 8th October 2026.
