Summary of the contracting process

The Council of the City of Wakefield commissioned a district-wide drug and alcohol service covering prevention, treatment and recovery. The service is intended to address the needs of women, young people and families, and Black, Asian and minority ethnic and LGBTQ communities. It also focuses on substance use connected with domestic violence, mental health and housing, as well as an ageing population with long histories of treatment. The scope includes synthetic drugs, including novel psychoactive substances, image- and performance-enhancing drugs, and dependency on prescribed and over-the-counter medicines. This is a health services contract for delivery across the Wakefield district, rather than a purchase of goods or construction work.

The procurement is complete: Turning Point Services Limited was selected and the contract is active. The contract was signed on 31 March 2026, with a stated 12-month term and an option to extend for up to a further 12 months. Its value is £3,024,894. The Council used Provider Selection Regime direct award process A, without publishing a call for competition. The stated procurement basis is that the service was procured under the relevant circumstances defined by that regime. Price is the recorded award criterion. The process was organised as one lot; that lot is marked cancelled, although the award and contract are recorded as active.

For suppliers considering this buyer’s future requirement, the award indicates demand for an integrated, district-wide service spanning prevention, treatment and recovery, rather than a narrow intervention or standalone product. A credible competitor would need the organisational capacity to deliver consistently across a whole local area and to connect support across complex health and social circumstances. The specification’s breadth points to a need for practical expertise across varied substance-use patterns and experience working with diverse communities and people facing overlapping needs. The selected supplier emerged through a Provider Selection Regime direct award route, so suppliers should also understand that the buyer has used that route for this requirement. The procurement provides a concrete example of the service model Wakefield commissioned.
