Summary of the contracting process

NHS England’s Enhanced Mental Health Pathway provides specialist consultation, assessment and intervention for adult victims and survivors of sexual abuse or assault whose complex trauma-related mental health needs cannot be met by existing services. It also supports the wider care system through specialist advice, partnership working, training and co-production. This is a specialist mental health service for people affected by sexual violence, rather than a general counselling or support provision. The service is delivered in Hertfordshire. Its scope combines direct help for people with complex trauma-related needs and work to strengthen the organisations and partnerships involved in their care.

The process used the Provider Selection Regime’s Direct Award Process C, without a prior competition. NHS England selected Hertfordshire Partnership University NHS Foundation Trust, the existing provider, on the basis of its satisfactory performance and assessment against the regime’s criteria. The award decision was ratified on 14 September 2026; the contract was signed that day. The contract is valued at £1,270,390.86 and runs from 1 April 2027 to 31 March 2030. The notice describes a 12-month term with two optional 12-month extensions. Quality, value, integration and collaboration, sustainability, improving access and reducing health inequalities, choice, and social value formed the assessment; the criteria were treated as equally important. One bid was recorded. The notice also stated a deadline of 14 October 2026 for provider representations during the standstill process.

For a supplier assessing comparable future work for NHS England, this award shows demand for an integrated specialist pathway addressing the complex mental health needs of adult survivors of sexual abuse and assault. A credible provider would need to demonstrate the clinical expertise and capacity to deliver specialist consultation, assessment and intervention, alongside effective partnership working, workforce training and co-production. The selection favoured continuity backed by evidence: the existing provider was assessed on its performance under the previous contract and its ability to meet the proposed requirements. Suppliers would also need to show strength across quality and innovation, value, integration, collaboration and sustainability, equitable access, reduced health inequalities, patient choice and social value. The route used was a direct award under the Provider Selection Regime, rather than an open competition.
