Summary of the contracting process

The Department for Transport is considering buying a discovery service to investigate problems with the existing taxi and private hire vehicle licensing service. The work would use an agile approach to build an evidence-based picture of current information-sharing arrangements, user needs and constraints, then identify potential options for improvement. This is business analysis and digital service discovery, with systems and technical consultancy and research elements. The work is intended to support decisions about improving licensing services; it is not the delivery of a replacement licensing system. Delivery is across the United Kingdom.

This procurement is at the planning stage: the Department for Transport has set out an intention to procure, but has not issued an invitation to tender. It is considering using Lot 1 of the Digital Outcomes and Specialists 7 framework. The buyer’s expected contract period is 15 February to 15 April 2027, with a possible extension to 15 May 2027; renewal is indicated. A further notice is expected on 6 November 2026. The buyer plans market engagement through a request for information, with responses sought by 15 October 2026. No estimated contract value or evaluation criteria are provided here.

The work is likely to suit digital and business analysis suppliers able to investigate complex public services and turn findings into practical improvement options. Relevant strengths include agile discovery, user-needs research, analysis of information-sharing arrangements, and the ability to assess operational and technical constraints. Suppliers should be able to produce an evidence-based view of the problems and compare potential approaches, rather than simply build or operate a licensing system. The Department for Transport identifies small and medium-sized businesses as suitable for the work. Participation in the contemplated route is limited to suppliers on Lot 1 of the Digital Outcomes and Specialists 7 framework, so businesses outside that supplier group would not be positioned to take part through this procurement route.
