Summary of the contracting process

VIA East Midlands Limited is buying asphalt materials for highway construction and maintenance across Nottinghamshire. The requirement covers the supply and delivery of standard asphalt, warm-mix asphalt, stone mastic asphalt (SMA) and hot rolled asphalt (HRA), as well as collections from suppliers’ production sites. The materials will support carriageway and footway reconstruction and resurfacing. The work is divided into delivery of asphalt across sites, delivery of warm-mix asphalt, and collections from asphalt plants. Deliveries are to locations across Nottinghamshire, identified by council boundaries. This is a goods procurement for suppliers able to provide the specified asphalt products and support both delivery and collection arrangements.

The buyer invited offers through an open procedure. The procurement is structured as a framework, with business allocated on the lowest product cost and ability to meet service requirements. The bid deadline was 2 November 2026 at 11:00 UTC; the stated award decision date was 20 November 2026. The framework period is 1 March 2027 to 28 February 2030, with an option to extend to 28 February 2031 in a 3+1-year format. Estimated total value is £7.2 million excluding VAT (£8.64 million including VAT); these values and volumes are estimates, with actual business determined by orders. Each lot is evaluated on price (60%) and quality (40%). Bids may be submitted in English electronically.

The opportunity suits asphalt producers and suppliers able to provide standard and warm-mix asphalt, SMA and HRA, and to deliver reliably to varied highway project sites across Nottinghamshire. Suppliers with facilities and processes to handle customer collections from their production plants may also compete for the collection requirement. The buyer anticipates around 1,000 orders a year; delivery orders typically range from 10 to 50 tonnes, while collections typically range from 0.5 to 10 tonnes and may be required throughout the working day. Suppliers therefore need capacity to manage frequent orders, variable load sizes and delivery or collection service requirements. Small and medium-sized businesses are considered suitable for all three lots, which separately cover asphalt delivery, warm-mix delivery and collections. Price and service quality both affect evaluation.
