Summary of the contracting process

Historic England is seeking an independent learning and evaluation partner for its Neighbourhood Heritage Grants Programme. The work covers a programme-wide evaluation of the grants’ reach, delivery, participant experience and outcomes, including understanding of neighbourhood heritage, connections to place, and confidence to share views and take part in local heritage decisions. The partner will analyse evidence across funded projects and carry out deeper qualitative research and case studies, with ongoing learning to inform future grant design and investment. The commission also includes co-producing and delivering training, mentoring and peer learning for grant recipients on evaluation, evidence collection and advocacy, and creating reusable resources, tools and guidance. This is research and evaluation consultancy work for Historic England; the delivery location is not stated.

Historic England invited offers through an open competition for a single lot. The process reached tender, with electronic submission permitted. Questions were due by 21 October 2026 at 17:00, and bids by 26 October 2026 at 09:30. The planned contract period runs from 16 November 2026 to 11 August 2028, with a possible two-month renewal extending the period to 11 October 2028. The estimated value is £66,665 excluding VAT (£79,998 including VAT). Evaluation is weighted 80% for quality and 20% for price. The commission is below the relevant procurement threshold.

This opportunity suits research, evaluation and learning consultancies able to combine programme-wide evidence analysis with qualitative research, case studies and practical learning for grant recipients. Suppliers should be equipped to assess reach, delivery, participant experience and outcomes, and to translate findings into useful insights for future grant design and investment decisions. The capacity-building element calls for the ability to co-design and deliver training, mentoring and peer learning on evaluation, evidence collection and advocacy, as well as to produce reusable tools and guidance. Providers with experience working with grant-funded projects and community or heritage participants may find the subject matter relevant. The work combines analytical delivery with hands-on support across a multi-year programme.
