Summary of the contracting process

Sport England commissioned research services to evaluate the impact of its This Girl Can campaign. The work uses econometric modelling to assess how campaign channels, messages and activities influence reported actions, and whether the campaign is associated with changes in physical activity across the population. It focuses on women generally, women in specified audience groups, and the campaign’s target audiences. Phase 6 includes inactive women aged 14–74 from lower socioeconomic groups, with particular attention to Black women, South Asian Muslim women, pregnant women, women with a child under one, and women aged 55–74. The buyer is Sport England. The work supports understanding the campaign’s impact and its relationship with activity levels; the procurement describes research services rather than physical delivery at a named location.

The procurement has been awarded to Wavemaker Limited. It was run as a direct award, justified on the basis that a single supplier could carry out the work, with the stated rationale referring to unique work or performance and technical reasons. There was one lot, marked complete and suitable for SMEs and voluntary, community and social enterprises. The award value is £17,600 excluding VAT (£21,120 including VAT). The contract period runs from 10 December 2026 to 10 June 2028, with a possible six-month extension if Sport England requires further research. No award date is recorded in the procurement details. The available evaluation information describes the required research objectives and target audiences; it does not give a separate scored award-criteria breakdown.

This award shows that Sport England buys research to assess campaign effects using econometric modelling, connecting campaign activity with reported actions and population-level physical activity. Suppliers seeking comparable work would need to demonstrate credible capability in designing and delivering this kind of evaluation, including analysis of campaign channels and messages alongside broader population outcomes. They would also need to handle audience analysis covering women across age and socioeconomic groups, with attention to specific communities and life circumstances identified for the campaign. The buyer selected a single supplier on the stated grounds of unique work or performance and technical reasons, so a future competitor would need to make a clear case for relevant specialist expertise and the ability to meet both research objectives. The single-lot requirement was considered suitable for SMEs and voluntary, community and social enterprises.»

Notice Description

As part of the evaluation for the This Girl Can campaign, we want to better understand the impact that the campaign is having. Our research objectives are to understand: * Campaign impact exploring how different campaign channels, messages, and activations drive reported action; * Population level impact exploring if and how the campaign is associated with changes in population-level physical activity. In 2025 we commissioned a feasibility study to test if we could use econometric modelling to answer both objectives for all women, LSEG women and This Girl Can campaign target audiences. The target audiences for Phase 6 include inactive lower-socioeconomic women aged 14-74 with a particular focus on inactive lower-socioeconomic women who are also: Black, South Asian Muslim, pregnant and/or with a child under 1; and those aged 55-74 years old.
